advises Washington nov 8 Senate foreign relations committee yesterday approved legislation to put substance and Force behind american adherence to the United nations document which binds its signers to joint action Lor the preservation of world peace the committee approved measure authorized the president to negotiate agreements with other members of the world Security up under the to what armed appoint subject to Senate confirmation the u s representative on the Security Council with the rank of ambassador and an annual salary of dollars Imp Truman has said he intended to appoint former Secre tary of state Edward r Stet Timus to the 2 the president would also appoint representatives to other agencies of the United nations these representatives to act i accordance with instructions of the 3 or Truman would make re ports to Congress at least annually on the activities of the United nations and make special current reports on decisions of the Security Council to take enforcement Meas
