In what is billed As an unprecedented move the plumbers and pipe fitters Union recommended elimination of the traditional closed shop in the building trades. It said the action had to be taken because of recent drastic restrictions by the National labor re lations Board Norb. Although contracts calling for exclusive hiring of Union members were outlawed in 1947 by the Taft Hartley act the practice has continued in the building trades Fornall practical purposes. Norb warning the Norb recently announced it would crack Down hard on unions or employers engaged in closed shop practices it said heavy Finan Cial penalties would be imposed for violations. A separate decision outlawed Union run hiring Halls which discriminated against non members. The two decisions jolted the building trades. The unions involved generally decided to re Vise their procedures rather than risk costly penalties. The plumbers recommended that unions refer men to jobs on the basis of experience in the Craft and seniority with employers. In All five hiring plans were suggested. One or All of them May set a pattern for the other build ing trades unions faced with the same problems. Martin f. O Donoghue general counsel for the plumbers drafted the plans after consulting with attorneys for employer groups. He said he believed they would be found Legal if tested in court or before the Norb. 5-year basis the plumbers Basic recommendation was that contracts with management be so written that Only journeymen with at least five years experience be eligible to work on jobs covered by the agree ment. However the Union also recommended tests to determine competency where experience  be proven.
