House rules will be adopted inthe opening Day of the new con Gress. Again there will be enough republicans and Southern democrats to Block any Rule change if they get together. If they do supporters of Legisla Tion bottled up by the rules com Mittee will have one other Chanceton Force action. They can get a vote on anything by filing a Peti Tion in the House and obtaining the signatures of 219 members a majority. This is a tedious and difficult procedure but it has been effective in the past when the coalition was stronger numerically than it will be in the new House.
