Has introduced legislation calling for a referendum in puerto Rico to de Termine whether the Island wants to become the 51st slate of the  Bill makes no promises that Congress would admit the Island. But Chavez said he hoped a majority of puerto Picans would vote for statehood. He said it was up to puerto Picans to decide what form of government they want. The Island now has the status of a common wealth.
