The House has acted on All 16.thirteen, of the 16 measures actually have been sent to the White House. On these an Overall reduction o f $235 million below president Eisenhower s requests has been achieved. But the biggest Cut of All is almost cer Tain to be made on foreign Aid. When this measure and the two Money Bills still being worked on by Senate House conferees reach the White House the total reduction is expected to exceed $1 billion. The two other Bills which have not gone to the White House Are military construction and an Independent offices Meas ure. Each will be somewhat below the Senate on the 15 Bills it has passed has voted about $293 million More than requested. But the House on the same measures was about $1,661,000,000 under the the 13 Bills on which Congress has completed action 11 were reduced below the president s request. But the other two wiped out a Good part of the cuts made on the 11.the Bill carrying funds for the health education and welfare and labor depart ments was $259 million Over the budget. The water projects Bill on which the pres ident has not acted is $30 million Over the budget. The 16 Bills do riot include the Perma nent appropriations which Are an important part of the spending Treasury alone has $8.1 billion in permanents this year with $8 billion of this going for interest on the National debt. The interest item is More than 10 per cent of the entire budget this experience also makes it Clear that cuts in appropriations frequently do no mean a corresponding reduction in spend ing Lor the year of the cuts Are restored in supplemental at the next session of Congress which begins at the Start of the last Hal of the fiscal year.
