European Stars and Stripes (Newspaper) - May 14, 1968, Darmstadt, Hesse On the Campaign Trail one Man one vote changing politics by Arnold Sawislak up staff writer rep. George Bush who had to attack democratic monopoly in thei Texas House delegation to win his first term won t even have to Campaign Towin h is second. Rep Emanuel Celler who first Cameto Congress from new Yohst during the Coolidge administration faces his first serious Challenge for selection after 23consecutive terms in the House. The situations facing the Texas fresh Iman and the new York Veteran Are More than local political oddities. They illustrate some of the fast running new currents that Are washing into previously Calm or even stagnant pools of . Even though the outcome still i is murky from Houston to Brooklyn it is obvious that changes Are under Way. Bush is the very picture of the new style in american politicians. Eastern born and Ivy league educated the Lithe and springy 44-year-old oilman was one of two republicans to capture seats in the All democratic 22-member Texas delegation in 1966. He did it with $ Campaign that tied old fashioned Street Corner handshaking to the most modern image making techniques of television and the graphic in effect became the first Man elected to the 91st Congress starting next january when Texas which does not allow write in voting closed its Fil ing feb. 5. Bush was the Only re pub new currents cry lican to file in his District and no demo crat signed up to oppose him. Celler who has spent 46 of his nearly80 years in Congress is Dean of the House the senior member in Point of service and chairman of its busiest committee judiciary. Since he first came to Washington in 1923, the stumpy Brooklyn lawyer has been reelected without difficulty either from the ranks of the local democratic organization or from the Republican party. But this year Celler was placed into re apportioned District with rep. Edna Kelly another Democrat with 20 years of service. Despite the fact that most of the new District has been Celler territory in the past and that the party organization is expected to support him mrs. Kelly says she will fight for her seat All the Way to the june 13 demo cratic primary. Here is More to this than a Sim ple contrast of youth succeeding easily while age struggles to hold its own. It also involves the Radical change brought on by strict application of the supreme court s one Man one vote Rule for congressional and legislative redistricting the Rise of a two party sys tem in the South the decay of big City political machines and the whole com plex of changes in the Way americans live inform themselves and choose their leaders. The High court s mandate for Equita ble distribution of population among congressional districts affected Bot Bush and Celler. The Young Republican got his break when a new District was created to reflect Houston s recent growth Celler and mrs. Kelly were thrown into conflict when it became Nec Essary to redraw Brooklyn s traditionally gerrymandered districts. The Advent of a viable Republican party in the South was another key to Bush s Success. The son of former Bush r-conn., George Bush migrated to Texas after world War ii new District gave rep. George Bush his break this year he has no foe. To enter the Petroleum Industry. Making Quick Success he became Active in the Republican organizational ground work that paid off by sending John Tower to Washington As the first Texas Republican senator since 1870. Bush made his own try for the Senate in the democratic landslide year of 1964, winning More than 1.1 million votes but losing the election. Two years later Bush won a gop primary fight an then beat Houston s popular democratic District attorney by a 57 per cent mar Gin for the new congressional seat. By 1968, Bush looked so Strong that no Democrat was willing to put up the required $3,000 filing fee to oppose him. While there is no hint that the republicans Are advancing in Force on the Brooklyn democratic preserve there is in the Celler Kelly confrontation a sign of weakness in the traditional control wielded by entrenched big City political leaders wanted mrs. Kelly to retire but could not convince her Thatcher prospects were so bad that she should surrender without a past years party regulars such As mrs. Kelly would meekly give up when the machine demanded. Now there is a whiff of Independence in Theair As demonstrated in new York by mrs. Kelly and in Chicago by rep. Bar Ratt o Hara d-i11., who has been dumped by the powerful Daley organization. In Bush s Case there also is a remarkably Clear illustration of the change in the whole fabric of american life. For example Bush stopped worry ing about his opponent s implication that he was a Carpetbagger fro Connecticut when a Survey disclosed that 40 per cent of the population in the new District was not native texan. Celler has appointed a Campaign director and started preparation of pamphlets and other literature designed to emphasize his ability to get things done for the citizens of his District. He also has stepped up his schedule of appearances at meetings and dinners in the District and his backers have be gun a canvass to obtain nomination petition signatures and to Start building interest in the Campaign. In previous election years he usually left these matters to the regular organization. The Early Odds Are heavily in Favoron Celler but he is taking nothing for granted. In View of the unlikely event that already have occurred in this Campaign year that probably is a Good posture for every candidate. Upit Doy May 14, 1968 after 23 firms in the mouse rep. Emanuel Celler faces his first serious Challenge from 20-year House Veteran Edna Kelly because their districts were re apportioned. The stars and stripes up Page i
