The budget has become so involved that some senators and congressmen who Don t serve on the appropriations committees complain they Don t know enough about the Money to offer amendments or even Tovote intelligently. Even committee Mem Bers frequently understand them Only in general terms. Last week the Senate passed Money Bill covering agricultural activities without knowing How much spending it would generate in the coming year. Spending figure contained in a preliminary report was dropped an aide said because no one was sure it was right. A special congressional re form committee recommended two years ago that Congress employ computers and other modern techniques to assist i with the appropriations process. But a Senate passed Bill to do this is stalled in the House rules committee.
