European Stars and Stripes (Newspaper) - August 3, 1968, Darmstadt, Hesse World sympathy As it did Dur "9 the random rocket attacks on Saigon which brought an International outcry and were called off. Before Honolulu there were indications that Johnson was get Ting ready to take the Chance. Now the word from the White House is that the . Must wait through the conventions. This is Peculiar the deliberate connection of the new waiting period with the conventions. It could be to avoid the charge that Johnson stopped bombing to help Humphrey or it could be simply to avoid helping Humphrey. Militarily diplomatically there is no compelling reason to watch the red line for eight weeks until september instead of say for six weeks until August 15, or to accept it As the magic sign now. That argument is being strongly put inside the administration but so far it has t gotten through. So it is time for another Council of elders the informal group of former High ranking officials whom Johnson Calls into session every three or four months for some outside advice. They met last March and seem to have been the decisive influence on limiting bombing which led to the Paris talks. For a couple of years this secret group had generally supported Johnson s Vietnam policy. At its March meeting there was a startling shift. Dean Acheson former Secretary of state and Mcgeorge Bundy former White House adviser were among those who changed sides and said the War had to be ended quickly. Clark Clifford who used to be a member was t there because he had become Secretary of de sense. But he let it be known he agreed with the Acheson Bundy line. Of All the some 20 dignitaries Only former ambassador Robert Murphy retired general Omar Bradley and supreme court Justice Abe Fortas supported White House policy. Bundy told Johnson the results and the presi Dent acted on March 31. Johnson is misreading the temper of the country if he thinks there would be More criticism for a bombing halt now which might affect the conventions than there would be for stalling peace talks while politics goes on its noisy Way. But the message in t reaching him. I 196s, Nev today. Inc. Negroes failed too at Cleveland in the manner of a greek tragedy the aftermath of the Cleveland Ohio racial upheaval and the useless killings of 10 persons illustrate what the Black communities Over the nation Are failing to do. Once the killing and the arson were upon them mayor Carl b. Stokes was importune by ghetto leaders to remove the troops and the White policemen so that they could patrol their own area. The damage had then been done. Three policemen All White had been killed. Seven other people not White had been slain. The City s main objective became then As mayor Stokes Wel knew the quelling of civil disorder. The Black patrols gambled upon by mayor Stokes proved to be effective for the High tension night when the disturbance could have spread. But the next Day the mayor returned to All police men and troops. Although the Black patrols had restored rela Tive quiet the looting of 36 stores occurred Anri Little was done to halt this thievery. The truth is that the Black Community some of whose local spirits Are so fierce in their denunciation of outside police should have been Active Long ago in controlling the Community. In no Uncertain terms it must be made Clear to All persons in the ghettos that the dominant sentiment in the area is for order. It is not enough for the Over whelming Black population which wants no killing no arson no violence and no looting to Issue statements after tragedy has struck. Violent confrontations always end in More Black people being killed and More Black Homes burned Down and More stores which serve the Black Community being destroyed and most importantly of All in the increase and the sharpening nationally of anti negro sentiment among the majority. Those citizens who Don t want these things to happen must take charge of the Black communities. The rabble routers hate mongers gun and knife carriers and the preachers of racial warfare must be told and shown that they can not run the Community. The language must be Plain and the the opinions expressed Iri the columns and cartoon on this Page represent those of the authors and Are in no Way to be considered As representing the View of the stars and stripes Yuett or of is Ooi Ted states government. Plan must be More Plain. This is merely a mature policy of adult citizens which declares against disorder. This is in fact the Basic ingredient of a True Community. It declares for the use of peace keeping forces in order that grievances May be processed in an atmosphere above that of bitterness hatred and grief. All denials to the contrary the White Community has brought the racial abrasive Ness of the Day upon itself. It has slammed employment doors in the faces of aspiring negroes. Wittingly or unwittingly it has sanctioned a dropout school system it has dumped scores of thousands of in adequate into Urban complexes that demand adequacy. It has run away to the suburbs and erected figurative barbed wire in the coming of the Black. The in Noune s
