That among these Are the right to life and survival at a nation and the Liberty of every people to order it own destiny and the Pursuit of its happiness according to its own Light As a culture and a society. That to fulfil these rights alas no effective Frame of order has yet been instituted among men and no real consent or consensus has yet been reached among the nation. We hold that military Power however necessary to repulse actual invasion or interference with Liberty a never solved any problem nor resolved any conflict and cannot be the final re course among the nations. That if any nation exulting in its manpower or weaponry pushes any other nation around it forfeits its moral right to sit in judgment on the conduct of other. That a decent respect for the opinion of Mankind must impose limits upon Man s native or acquired barbarism and his inhumanity to other men nor can a government seek escapes from these limits by pretending that it Barbaric act Are not Barbaric because they Are directed against another religion or ideology or Are meant to punish espionage or subversion or to defend racial purity or that one can Well envision the self destruction of Mankind whether by a corruption of the spirit or by the use of lethal weapons after a Point of no re turn that the overkill weapons available today and on the drawing Board for tomorrow can turn much of the gleaming world we have built into a Mound of radiated ashes. That it is much harder to envision a Frame of world Stabil Ity and order which would Ena ble men to keep these destructive forces in Check. That such a Frame of order must nevertheless be striven for because the human race with All its diversities is one and its Fate is indivisible. That no nation can arrogate to itself the role of world police men yet some kind of world policing Force there must in time be. That no nation or Empire can Lay Down the Law to the rest of the world yet some sense of world Law there must be based on a global consensus about what humanity can tolerate in destructiveness and where it must draw the line. That the world is pluralist in the varieties of Mankind and must be kept an open world in order to encourage diversity just As american society is pluralist and must encourage diversity within itself yet in the larger world As Well As in America men must find a Legal and social Cement that holds them together and keeps them from killing each other. That we Don t have to love our enemies or opponents nor expect them to love us in order to achieve a meeting of minds which Wilt control the overkill weapons. That we can negotiate without illusions and without any Nimby Pamby sentimentality about other Peoples or ourselves. That human beings have a deep aggressive destructive drive in them both from their animal heritage and from the distortions of what they Call civilization that they have also a social instinctual Bent which has been shown by the fact that after of most a Quarter Century of the pos session of overkill weapons Man has not yet destroyed himself.
