European Stars And Stripes (Newspaper) - February 9, 1969, Darmstadt, Hesse Sunday february 9, 1969 the stars and stripes Page 21 err Sench by Bon Abrams jury tampering is a serious offence and so is rules tamper ing and baseball has recently committed a most serious Offen Seby permitting the minor leagues to Experiment with such Malarky As a wildcard Pinch hitter for the Pitcher automatic walks talk of installing a time clock and other gimmicks. Baseball is in dire Straits right now but what it does not needs a siege of gimmickry and rules tampering. These things tend to water Down the sport to a True baseball wildcard Pinch hitter which will be tested in the minors All the Way up to the class aaa International league permits manager to use a Pinch hitter the same Man unless he is replaced by another Pinch hitter a every time the Pitcher conies to Rule would be a godsend to a manager who has a Good hitter who also happens to be a Butcher in the Field say a zek Bonura or getting Back to modern Day baseball a Dick Stuart or a Richie Allen. These Guys All hit the bail with authority developed the strange habit of losing As Many games with their gloves As they won with their bats in the course of a pitchers generally Don t hit. So this new Rule would permit the use of a Good hitter and would t deprive a team of its Ace Pitcher. But it would t take the managers who Are Worth their Salt too Long to find a perfectly legitimate Way of circumventing the True intention of the Rule diminishing the effect pitching has had on the game the past few seasons. For instance if i were a baseball manager and had Richi Eallen on my team i would keep him on the Bench Bat the Pitcher in the Lead off Slot and immediately Pinch hit with this would get me a very Good hitter up to the plate five times in Many Many games and i d still have my Good pitch Erin the game whenever i needed him. And of course an Allen sitting on the Bench while my team was in the Field would t be coming up with some Bonehead Man Euver on defense. Pitching hitting and defense Are All vital phases of baseball and we should keep them integral parts. It certainly in t fair to the Pitcher who has to face these Good Pinch hitters four or five times a game. Getting such people As Allen Bonura and Stuart out once or twice in a game is a difficult chore in itself but i seems that the Rule makers who Are considering such an event Are stacking the Law of averages against the Briles the hard throwing St. Louis Cardinal Star brought up a very important Point prior to the Safe baseball clinic a Wiesbaden when he said that the batters Don t work at improving their part of the game As hard As the pitchers do. Briles said that pitchers work on their weaknesses while the batters always want batting practice hurlers to throw to their strength so they can slam the Ball out of the Park. We feel that the automatic walk is almost As ridiculous As the wildcard Pinch hitter. It does t happen too often but Why re move the chances that a Pitcher might just get a Little careless while issuing an intentional walk and get the Ball too close to the plate Only to have the Batter whack it for a run scoring hit or that the Pitcher loses his control completely and uncork a wild pitch that advances the runner or very important actions would be completely erased by merely indicating the desire to Issue an intentional walk and having the Umpire wave the Batter Down to first base. And besides pitching four intentional wide pitches does t take that much Tim anyway. Or he Central Illinois collegiate baseball league one of j. The first circuits devised to College season through the summer with subsidization by the major leagues uses the automatic walk and its games Haven t been notably shortened. After All How Many intentional walks Are there usually in baseball game the Cibl also has a Rule which requires using a Courtesy runner every time the Catcher is on base with two outs. This is so that time would be saved by having the Catcher put on his tools of ignorance before the inning ended so that he will be ready to take the Pitcher s warm up tosses american league Parks Chicago and Cleveland have electric clocks on their scoreboard so that they can time a Pitcher to see that he does t go any longer than 10 seconds Between pitches with no one on base. Such timing might he an asset unprofessional basketball and we really believe it is More of a detriment than an Aid but it makes a farce out of one thing most pitchers do not take 20 seconds to deliver a pitch tests conducted by the various clubs last year revealed that pitches were delivered on an average of every 11 seconds. For those few that persist application of the unnecessary delay of game Rule would be effective. The one thing Many people forget is that practically every situation is completely covered in baseball rules but they Are not properly people assert that the game needs a Complete restructuring but this kind of thinking seems to us to be a giant stride towards restructuring to Coin a new phrase.
