This is a hard but rather unfair proposition to put to Carter. He is not trying to Stop the development of nuclear Industrial Power he is trying to get control of the military1 arms race. He is not really opting out of the Competition with Germany France. Britain and others for the major future Industry of fast breeder reactors. He is merely saying that this race is to dangerous without much More stringent controls and trying to set an example of self denying restraint which he Hopes theother major nuclear Powers will eventually follow so far.
