We would not have our president do otherwise. We cannot cite too often the fact that our Declara Tion of Independence states flatly that Allmen Are created equal. We love to Roll the James Reston the first 100 Days of fhe veep the vice presidency is suppose to be a nothing Job. Everybody from Thomas Jefferson to Richard Nixon which is quite a distance has told us no. But Man Dieu Mondale the new veep is the Hap Piest Man in Washington. His first 100 Days have been a tall his office in the White hours in t Oval but it Sright next door and getting a Little curvy. He s in on everything and responsible for nothing. He has an old Granny House with a government supported Tennis court and award As big As a Golf course rent free. He even has a Kitchen Garden which he at tacks daily just to remember where he comes Mondale is the Lucky one the handsome Guy right out of the old Arrow Collar and who always seems to be turning up at just the right time marrying the right girl always being at the door by Acci Dent when somebody has to be appointed attorney general of Minnesota or appointed to the Senate of the United states. Mondale can t quite realize what has happened to him in these last 100 Days and won t pretend that he s not surprised. His latest assignment is to oversee . Policy in Africa which is a Long Way from his experience in Minnesota. His next trip this month is to Portugal. Spain. Austria Yugoslavia and Britain and it is Clear that the president is serious about Mondale and faithful to his Promise that there is room atthe top for someone else. Mondale is astonished not Only by his Luck but by his work. In the Senate he says he picked two or three serious prob lems to study the Cia. Welfare Day care enters and the Modem working family or whatever but the White House he observes has to Deal with everything every where and All the time. Mondale is stunned by the torrent of issues pouring into the White House and especially by the issues like welfare or military arms control or the Middle East or illegal aliens which seem almost insoluble even with the Best will and experience available to the president Mondale does not claim it. But on the basis of his Long study of getting control of the Fri the Cia. And the other intelligence agencies of the government he has made some Progress. In the next few Days the administration will come out with legislation that will insist that there will be no wire tapping or any other secret surveillance even for National Security reasons without prior con sent by the courts. Also the administration has agreed on the insistence of Mondale among others that there will be a private intelligence oversight Board headed by experienced men Tike Tom Farmer As chairman former sen. Albert Gore of Tennessee and former gov. William Scranton of Pennsyl Vania to keep the intelligence agencies of the government under Capitol Hill president Carter has some serious problems. He has the respect but not the affection of the members of the House and Senate. He has no time for the amiable banter or storytelling Small talk of the Congress. What is More surprising in a Man trained in the politics manners and Cour Tesy of the South he has been surprisingly insensitive and even Curt in dealing with the Republican opposition. For example the Liberal republicans like Mac Mathias of Maryland were not Only helpful but May even have been Deci Sive in putting Over the confirmation of Paul Wamke As the president s arms control negotiator but Carter had no personal word of thanks for their votes. Accordingly mandate is an indispensable colleague to the president in this Dicey and personal relationship with the elder Sand the new combative juniors of the con Gress. They like Mondale. He is one of their own and unlike Carter he will take time to listen to them try to understand their stat and local political problems. The vice president is fiercely Loyal Ocarter and no wonder. He rejects the notion that Carter does t listen to dissent. But he retains his own Independent seems to be a Little worried that Carter is paying More attention to inflation than to unemployment that he is moving too fast putting too Many deadlines before his Cabinet and making More sudden headlines than considered policies but the first Hundred Days he insists have Bee very Good not Only for Carter but for him personal terms Mondale can t quite believe it. His pulse was racing on the Day when Richard Nixon finally confessed pleaded to any crime but to having a tender heart but Mondale is a different kind office president. He is a Symbol of the change of our times. He knows who he is and where became from and has a sense of history and a sense of humor and maybe the tragedy of Nixon was that he lacked precisely the equalities. would i lie to you ? We have devoted attention to dissidents to those who do not agree Wilh the Laws and Cus Toms of the majority and to a Host of allegations in specific cases of infringements on human rights. President Carter s statements have brought Many objections from other coun tries a recent attack mentions Blacks and their support of president Carter in the election last november. Carter Side stepped the promises to Black voters the russian newspaper pravda says., having secured thanks to his promises 90 per cent of the negro votes and won the presidency. James Carter has geared his economic strategy elsewhere the writer of the Story Georgi Ratiani goes on to say that president Carter is acting in the interest of biggest Monopo lies which he described in typical soviet Union party line talk. The Promise to stimulate the Economy and eliminate unemployment was responsible for the Black vote. The White House in response to the pravda piece said it had no fear of a free discussion of ideas no matter How Misin formed or ridiculous they might we have no idea of the difficulties a rus Sian jew encounters in obtaining an exit visa to pursue his future in Israel or the United states but we do know it is not easy. In housing Black citizens in addition to overt or Subtle attempts to keep them out of certain districts Are subject to red lining where Banks and other mortgages lenders have denied mortgage Money for whole districts yet our supreme court has ruled in a recent housing Case that intent to discriminate must be proven. In jobs or preparation for jobs the whole argument has been based upon responsibility. What practices what Laws what systems have held Back the Black employ is the courts have held that where train ing in the system has been at fault Back pay has been awarded. The latest phase training for a career will be up for the decision in the supreme court next time.
