The vote was 24.1-94.during a four hour debate some House members questioned whether the Money was still needed because some states had put their earlier allotments in the Bank rather than spending it whether the for Mula based on unemployment was unfair and whether new York City got too much Money under the  year. Congress approved $1.25 Bil lion in so called anti recession Money to help cities and states maintain vital serv ices without laying off employees or raising taxes. The congressional budget office estimates that 80,000 jobs Are created or pre served with every $1 billion spent. President Carter signed a $611 million appropriation Bill Friday for the program. The House government operation committee drafted the Bill earlier this year after the Senate tacked a five Yea Extension of the anti recession Aid program onto a tax  the House Bill the Aid would be extended for Only one  a floor amendment puerto Rico and other . Territories would be guaranteed1 per cent of the total anti recession Aid. The trigger on releasing the Money is a 6per cent National unemployment rate. If the current 7 per cent jobless rate decline below 6 per cent before july 1978, the pro Gram would be Cut off. To be eligible states and cities must have an unemployment rate of at least 4.5 per cent. Under the formula no Money Las year went to Nebraska North Dakota South Dakota and Wyoming and they prob ably would get none of this year s Alloca Tion because their jobless rates were Low. The state of new York in contrast would get 21.5 per cent of the newly authorized . Les Aspin d-wis., attempted unsuccessfully to change the formula from one based on local and state unemployment to one based on taxes collected by acuity and its Effort to raise Money locally for its Community services. Under Aspin s proposal new York share of the Money would have declined to 17 per cent and 17 other states would have gained. Aspin said even the Bureau of labor statistics conceded the unemployment figures were unreliable for cities under 50,000. He said Reliance on unemployment data Hurt smaller cities where the effects of the re cession were More serious than the unemployment rate . Andrew Maguire d-n.j., noted however that under the Aspin Amend ment Many Well off cities  As Brook line mass. Greenwich Conn. Beverly Hills calif., and Montgomery county in Maryland would get Money even though their jobless rate was very Low.
