A month after the warning by Secre tary Joseph a. Califano jr., hew office of civil rights said two thirds of the educational institutions had either failed to file the forms or had turned in unacceptable ones a few Days later 13,576 letters went out to administrators telling them the had 60 Days to submit adequate forms. The forms Are designed to encourage compliance with discrimination Laws without the government actually inter vening. But they Are also the first step in a comprehensive Federal enforce ment of civil rights for said their records were in such disarray that some schools might have filed forms that got lost or mis placed. Califano noted that the Ford administration had asked for similar assurances last july but that a list had never been compiled of the schools that gave adequate assurances since the letters went out More than 100 forms a Day have been received. Officials said they think about 80 per cent of the delinquent schools have responded to the warning from much Federal paperwork the forms Are fairly simple requiring school officials to report what they have done to end sex discrimination and requiring a pledge to obey the Law.
