Transoceanic airliners will carry Black boxes automatically recording weather data on the Way. Some May report their readings Over Earth satellite relay. The buildup of the operational network and testing of equipment will begin in sep tember in preparation for a year of full fledged observations starting in septem Ber 1978. During that year there will be two special observing periods in Jart uary february and May june. These will foe focus on the most problematic area of the world weather picture the tropics and will employ the More costly devices such As Dro Sondes that Are to Parachute Down from american Long Range aircraft. These will indicate wind speeds and directions at Many Levels Over tropical latitudes in the Pacific and Indian  every country in the world is expected to participate since ground based observations will be made by the thousands of National weather stations integrated into the global network known As the world weather watch. Only the role of China remains Uncertain. The project is being organized by the world meteorological organization Here of which China is a member Taiwan is not. Being Only a few Hundred Miles aloft they will provide More detailed information on Snow and Cloud cover As Well As temperatures at various Levels within the atmosphere and on sea  tiros satellites also will carry the. French balloon and buoy data collection and position determining system. Some 320 constant level balloons will be released to Drift through tropical skies at a height of about 47,000 feet. They will transmit temperature data and their Drift will reveal upper air  will be released from such Sites As Samoa and Canton Island in the Pacific and ascension Island in the Atlantic. The project is being organized by the National Center for atmospheric research in Boul Der colo., with launching to focus on the two special observing periods. It is also during those periods that the buoys Are to be deployed in the Region be tween 20 and 65 degrees South latitude. They Are designed to nil in the largest Gap of All the vast oceanic area surrounding Antarctica. Ships supplying bases on that continent will be among those launching the buoys 100 of which Are to be furnished by Canada plus 200 from other countries. Ships of participating nations at least twice daily will release balloons to ascend through the atmosphere reporting weather  tropics Are the focus of special efforts not Only because they Are poorly observed but also because Small scale Phenomena there seem to play an important role providing most of the Energy for atmospheric circulation. The ambulance attendant went immediately to cat for another ambulance and the maps while the ambulance Driver stood Roadside and attempted to Flag Down passersby for help. After about 10 minutes an my Sedan arrived with two enlisted personnel who immediately began an Accident investigation after failing to show even the slightest con Cern for my patient. The German police arrived and did in quire into the diagnosis of my patient. After is minutes an army ambulance from the local dispensary where the Accident occurred Hanau arrived and took me Andy patient on to the Hospital. I should like to Point out that during the 15 minutes we spent waiting for an ambulance three . Army vehicles passed directly by and around our wrecked ambulance 1. A jeep with two occupants of unknown rank.2. A Sedan containing an enlisted Driver and a held Grade officer. 3. A Dodge pickup truck containing two enlisted men. While the occupants of All three vehicles looked none of them stopped to Render assistance. The sad thing about the incident is the fact that in my experience it is not isolated. World War ii was the first real test of America s ability to wage War. The Only peace settlement America accepted then was unconditional surrender. Between 194s and 1950 americans began thinking More in terms of peace instead of War. We began adhering More to the policy of appeasement instead of armed intervention. Korea was the first prime example of this. Basically they had half and we had half. Being somewhat greedy though the communists wanted All of it. Only when the Republic of Korea was cornered did the United nations come to their Aid. What followed is history but Korea is significant because it was the first War we did t win and this provided the liberals with the foothold they needed. Now they Are Able to claim that War had t accomplished anything that peace talks and appeasement saved us. Vietnam As we All know never had our full support. At its Peak we had a Mere half million men there we used More in just the Battle of the bulge. There was no excuse for the collapse of South Vietnam. We had the men and the resources to Winthe War. As a matter of fact a wave of bombing brought the communist delegation to its senses when peace talks were stalled. Of course the liberals the Jane fondas and the Edward Kennedy got their Way and what happen to Vietnam is also history. We be seen what liberalism has done to Post Franco Spain. What excuse will Carter give when he has to run a Gauntlet of communist sniper fire on his drive fro the White House to Capitol Hill what excuse can Young give for his Bla Tant support of the marxist rebels operating out of Botswana Zambia and Mozambique rebels who for some reason that is beyond Normal grasp consid ering they Are liberating the Black majority in fascist Rhodesia have taken to murdering Blacks in far greater num Bers than Whites. Lastly How can the american people allow Vance and Young to speak for our nation through their own words Carter Vance and Young have shown themselves to be backers of kidnappers murderers and anarchists whose  of liberation is a Well placed Bullet in the Back of the head perhaps instead of interfering with the policies of our allies we should concern " sgt.
