Levi who had blocked the Fri from implementing the plan until he could study the ramifications. Levi left office before announcing a final  s action allows the Fri to relay Law enforcement messages concerning stolen property and wanted and missing persons. It does not allow message switching of individual criminal records. The action poses a threat to the civil liberties and privacy of every citizen Moss wrote
