Slusser  York Dpi the Stock Market beset by an Uncertain economic Outlook and rising interest rates went nowhere last week. Trading was the slowest in five months. The Dow Jones Industrial average a 15.24-Point loser the previous week slipped another 0.26 Point to 856.81, holding just above its 20-month Low of 854.12 set aug. 12. The  York Stock Exchange common Stock Index managed to add 0.05 to 52.79 and Standard & poor s 500 Stock Index containing some Over the counter issues edged up 0.11 to 96.48. Declines topped advances 932 to 837, among the 2.089 issues crossing the Compo site tape. Big Board volume totalled 87,510,370 shares the slowest full week turnover since 86.1 milion shares changed hands during the week ended april 1. The four Day labor Day Holiday volume totalled 70,603,500. Turnover during the same week a year ago totalled 97,119,720 shares. Composite volume of nose issues listed on All . Exchanges and Over the counter totalled 103,026,240 shares compared 81, 577,500 the previous week. The Market was Hurt by government re ports that continued to indicate the Economy has slowed. Industrial production fell 0.5 per cent in August from july. Business inventories Rose 0.6 per cent in july compared with an 0.8 per cent boost in june. Sales fell 0.3 per cent. August retail sales Rose 1.7 per cent but dipped 1.6 per cent last week. Steel production fell 3.7 per cent last week. The Market responded with a rally after the House rejected a measure favored by president Carter and labor that would have raised the minimum wage to $3.37 an hour by 1981. But investors were quiet As the Senate approved a Bill that would Force employers and to a lesser extent employees to pay higher taxes to support the social Security system.
