people who think Hes being too dogmatic too and the people who think Hes being too easy and too which brings us Back to Woodrow Wil sons which is whether new presi dents Are or As he put it at another whether they grow or merely the testimony of the demo cratic who met with the president last tuesday in the White is that Carter has Learned a lot in his first year that will be useful in his for one he has Learned that it is Wiser to discuss his policies in private and in Advance with the legislative leaders than to announce them publicly and fight Over them he has also teamed that the Congress of the United states is not just a bigger Georgia and that it is much much More Independent and combative than in the Days of Franklin sneaker Sam Ray bum and majority Leader Lyndon John Carter was probably quite wrong in As As be did in the presidential elec Tion Campaign of that a democratic president and a democratic majority in the House and Senate would somehow pro Duce party he has teamed since then that there is very Little party that most democratic members of con Gress ran ahead of him in the last and that the party Leaden in the House and Senate can no longer command votes for two important things have happened since the War crisis in Vietnam and the constitutional crisis Over watergate1 the president has lost his Power to Taroke executive privilege in the name of National and Power in the Congress has been dispersed from the leaders and the committee chairmen to the subcommittees and the party Cau so everybody is More and nobody is in this was Carters problem As he outlined his state of the Union message and his budget to the so called party leaders this under these what the democratic leaders Are hoping for is that the in his second will be More flexible than in his they re Spect his intellectual gifts and us Morel values but not his political they think he has been too and even self righteous but they seem to agree that he is learning and will change in the coming maybe they Are right and they Proba Bly Are but it is not at All a sure Carter is learning on the As Woodrow Wilson said of but he is a very stubborn and what be May be learn ing is that the new Young Independent con even less than the old  party jul vote its own selfish interests rather than the interests of the this will come to the test fairly soon in the Panama treaty welfare lax
