Senators voted 60-30 to delete the pro posed program from legislation extending existing Federal Aid to education programs for the next five years. The Bill which Calls for spending of up to $52.5 billion still awaits final Senate approval. Supporters of Aid to private and parochial schools wanted to create a new program As part of the mull billion Dollar annual Federal Aid to education Effort launched under the great society in the mid-1960s. Opponents led by sen. Emest Hollings d-s.c., said it would violate the constitutional requirement to keep Church and state separate. They also said it was a budget backers of the proposal led by sen. Claiborne Pell d-r.i., sought authorization for a five year $2.5 billion program to provide Aid directly to non Public schools with disadvantaged students. There Are an estimated 18,000 non Public elementary and secondary schools nation wide roughly 11,000 of them Catholic run. Pell said about 9 percent of the nation s school children Are educated in non Public schools. Secular textbooks he proposed making Federal funds Avail Able to private schools for secular text books counselling and testing services transportation and other assistance in areas where there Are disadvantaged Stu House has already approved a five year Extension in the Aid to education pro Grams without the proposed new program to help private schools.
