The no. 1 ranking which the German made Rabbit also held last year came As the Epa published its annual fuel Economy ratings for new automobiles. Diesel powered Volkswagen held the first three places in the ratings. The top ranked diesel Rabbit has five Forward gears. The second Best mileage was 40 Miles per gallon a diesel powered Volks Wagen with four Forward gears. The third Best in fuel Economy at 36 mpg was a die Sel powered Volkswagen Dasher. Japan s Dat Sun 210 posted the Best mileage for gasoline powered cars by obtain ing an estimated 35 Miles per gallon. All of the top ranking cars Are classified As subcompact. Annual driving costs the Epa estimated the annual driving Cost of the top ranked Volkswagen at $220, the second ranked Volkswagen at $225 and the third ranked Volkswagen at $250. This calculation assumes that the car is driven 15,000 Miles per year with an aver age diesel fuel Cost of 60 cents a gallon. For annual driving costs for gasoline powered vehicles the per gallon Cost is 70 cents. Epa administrator Douglas m. Costle said consistent with the trend in past years the average Miles per gallon for All 1979 models thus far tested is slightly higher than last year  slightly higher average the 1979 models Are averaging 19.9 Miles per gallon compared to 19.6 on 1978 models Costle said. The Agency changed its mileage ratings list this year in response to complaints that average Drivers rarely obtained the Esti mated fuel Economy. In previous years the Epa gave three mileage estimates to reflect City driving Highway driving and combined Highway and City conditions. This year it gives Only one mileage figure the figure used for City driving in previous years. The City figure is believed to reflect the mileage that most new car buyers can expect to receive. Part of the reason for the disparity be tween actual and estimated mileage Fig ures stems from the fact the tests Are con ducted by professional Drivers under Laboratory conditions. The Epa estimates do not reflect the wide differences in driving habits maintenance procedures Road traffic and weather conditions. Even with the single figure the Epa warns the estimates should be used Only for the purpose of comparing fuel Economy among different autos. For example if car a gets an estimated 25 Miles per gallon and car b is listed at 15. Miles per gallon the average Driver can expect to receive 10 Miles per gallon More from car a even though in actual driving experience the average Driver May Only get 20 mpg from car a. The 49-state Fig ures Are two seaters 12-22 mpg mini compacts 18-30 mpg subcompact 8-41 mpg compacts 10-22 mpg mid size 12-25 mpg and Large cars 10-21 mpg.
