European Stars And Stripes (Newspaper) - September 19, 1978, Darmstadt, Hesse Tuesday september 19, 1978 the stars and stripes Page 7 peace for land Exchange provides for eventual israeli up ouf full diplomatic relations by Jim Anderson Washington up in the two documents signed by the egyptian and israeli leaders the israeli government has accepted the principle of eventual withdraw Al from the occupied territories. In return the egyptians and eventually the jordanians Promise peace and full diplomatic relations. This Basic Exchange peace for territory has always been the Basic starting Point for an israeli Arab agreement. It is now for the first time put Down on paper and signed by two Heads of government. In addition the agreement tries to Deal with the third Basic problem How the palestinians should be represented but that is done in More ambiguous language. However yet another problem the future of the israeli settlements in the West Bank and the Sinai was not agreed upon and was specifically excluded from the agreement. Settlements question the israelis did agree however to build no More settlements during the forthcoming negotiations and they will presumably be barred by the egyptians and the jordanians As part of a future agreement. There Are two documents which will Supply a detailed and agreed blueprint for the negotiations that will begin almost immediately. A peace treaty Between Egypt and Israel according to the agreement should be signed within three months and the first major israeli troop withdrawals should take place three to nine months after that peace treaty. At that time Israel and Egypt will Exchange embassies and will have full Normal diplomatic relations. The transition will take place Over a five year period an interval suggested by the United states and accepted by both sides. In the meantime there will be a shared responsibility for the West Bank the israeli military restricted to cer Tain key military strongholds will be responsible for the external Security. Jordan May also have a role in the maintenance of Security if King Hussein chooses to join the negotiations now. The jordanians probably together with the local palestinian governments would have local police authority. The palestinian inhabitants in the careful phraseology of the documents will govern themselves along the lines Laid out in israeli prime minister Menachem begin s self Rule plan during the interim period. No mention is made of the pales Tine liberation organization. The agreements will provide during the transitional arrangement for Buffer zones Between forces of the opposing sides and also areas of limited armament where the number and types of military person Nel and armaments will be limited. The israelis have Given up their claim to two remaining airfields in the Sinai and they will return to egyptian control but the egyptians will not be Able to use them As military airfields. Israel also has conceded that Egypt has sovereignty Over the Sinai and the Gaza strip. In order to win that Concession the egyptians have promised to restrict their military activity in some of their own Terri tory. The israeli military withdrawals from the Sinai the West Bank except for cer Tain Early warning stations and Gaza will take place within two to three years after the signing of the full treaties. It is the Hope and expectation of the american government that Jordan will finally join the negotiations and that Proba Bly will be settled when Hussein comes to the United states in the next few weeks. It has not yet been finally settled where and when the detailed negotiations will take place. Egyptian president Anwar Sadat left and israeli prime ministry Menachem begin sit on each Side of president Carter at the White House As they sign one of two agreements reached at the Camp David Summit. A photo peace by Christmas no longer Wishful by Barry Schweid Washington a peace Between Egypt and Israel by Christmas. A vision perhaps among men of Good will in the Middle East but not a rational expectation until president Anwar Sadat flew to Jerusalem last november. And then As Sadat and begin drifted into acrimonious disagreement Over succeeding months no More than a vision again. But now after the 12-Day Camp David Summit peace Between Egypt and Israel is a real possibility within three months in fact if they can Settle the remaining issues. The thorniest perhaps is whether jewish settlers Are to remain in the Sinai desert after the territory is returned to Egypt. Framework for peace the framework for peace negotiated with painstaking care at Camp David does not provide a solution because Sadat and begin could not agree on one. Allowing jewish settlers to stay would clash with Sadat s notion of Arab sovereignty. Dismantling the outposts could tarnish begin s image at Home As protector of settlers there and on the West Bank of the Jordan River. The problem is now in the hands of the negotiators and the israeli Knesset to whom begin is deferring. An even greater problem is the Uncer Tain future of the West Bank and whether Jordan s King Hussein is satisfied enough with Israel s concessions there to support with his initial overtures and through the Camp David Summit the egyptian Leader has moved toward peace with the jewish state largely on his take the final step of concluding a peace treaty he May need at least Hussein on his Side. Sadat s overture to Israel last autumn prompted Syria his ally in the 1973 yom kippur War to break relations and led to Strong Arab condemnation of the egyptian Leader. The egyptian president faces renewed attack now that he has agreed to the out line of a settlement. The rancor is certain to ring out at a Summit meeting of reject zionists including Syria Algeria Libya and the Palestine liberation organization. It s being held in Damascus Syria. The Long Days of Camp David Are Over Carter told the nation from the East room of the White House on sunday night flanked by a beaming Sadat and begin. But Many months of difficult negotiations still lie ahead Carter said. For the moment though the obstacles that remain Are dwarfed by the Concrete achievements at the Summit and the Chance of ending the 30-year-old conflict Between Israel and its Arab neighbors. For Israel Security arrangements and an egyptian commitment to peace that have been goals since creation of the jewish state. For Egypt return of the Sinai which was lost during the six Day War of 1967, and military airfields there. For the palestinians self government and the Chance to participate in determine their own future. Even ultimate statehood is not ruled out. The Summit carried the risk of failure. The president s political neck is on the line one of his closest advisers said when Carter invited Sadat and begin to Camp David. Success by the same Token carries with it the fruits of Victory. Or. The Kremlin has consistently taken a hostile stance toward All direct israeli egyptian talks since Sadat s dramatic unprecedented trip to Israel late last year. Sadat personally has come under particularly vitriolic criticism from the soviets who have accused him of seeking to sell out the National interests of the palestinians behind their own backs. Tass noted that under the terms of the Camp David accords Israel will Start the withdrawal of its troops from Sinai Only three to nine months after the signing of the peace treaty and will Complete their withdrawal two to three years it is indicative that Sadat agreed to these conditions although As was again stressed by begin after the ending of the meeting Israel will not agree to satisfy Sadat s demands for the liquidation of israeli settlements in the Sinai Peninsula Tass said.
