of Energy for ripping off the Public by Over charging them for without consulting his super decided the Money would just be sitting in does account until somebody figured out whom to give it which could take whether he had the authority to do this or not is still in but the fact he did it strikes at the very heart of the bureaucratic Bloom made a and he Actu ally implemented which int the Way things Are done in what Bloom should have done is Type up a proposal and submit it to the Secretary of who would have then ordered a study to see if it was the study would then be sent to a consult ing firm to make certain that the people at Doe knew what they were when the report from the consultant came it would be reviewed and then sent Back to the particular Agency responsible for disbursing fines from Oil Compa and then be sent Back to the Secretary for further the poor  have gotten any Money to pay their heating at the same the system would not have been the new Reagan people in the depart ment of Energy immediately took the Only action they had at their they demanded that the four charities return the million immediately to the because you just dont hand out that kind of Money to the poor even if it comes from the Oil companies for cheating the they explained to the Charity executives that they had no right to the the Charity people said that the Money had already been Money were talking about if Bloom gets away with this dastardly the millions of dollars stashed away in the Doe could be lost to the poor we All know the department has far better uses for the Money evidently our its even gotten to the Point of asininity on some posts that will allow you to Wear a flight suit to the Exchange but not your flight you leave your jacket in the car or suffer the aggravation of being chastised by a staff it seems a shame that each Post or station commander has the option to dictate what articles of issued clothing a Soldier must Wear to suit the commanders int there an army regulation that says How and Why and where we will Wear our uniforms were in the same right on the subject of insignia and other extraneous patches on i am and somewhat i spent nine months of my time in the army earning my i am proud to display them on As Man places As i the most prominent place is my realizing that i can Wear my wings and bar on my Why am i forced to Wear subdued wings with my regular no subdued bar Why do we mix different types of brass according to a supplement to the clothing reg i will Wear my wings and bar on my it Doest say anything about appropriate unit crests which have replaced some wings in some during the Early phases of my i was fortunate enough to be Able to adorn my uniforms with colourful unit patches that showed who i was and where i was military history is Rife with individualized unit patches that displayed unit Pride and gave the members a sense of those got struck Down along with Stetson and various coloured baseball my suggestion is to reinstate or summarily allow those units that feel the desire to design and Wear a separate unit Patch on their jackets or shirts the i recently visited a cavalry unit i was with a few years Back and was cheered to see that they Are maintaining their tradition of distinctive they lost their berets in the last they have complied with the fatigue Cap ruling by adopting a Marine style its of Green and a fatigue Type they lost part of their heritage when their berets were deleted but they found another Way to express their i Good for when the Basic precepts of morale and a sense of accomplishment and a sense of belonging Are attacked at their ground Levels As in insignia and uniform there is a greater loss in personal Pride performance than someone higher up has 1 never did like English but i need he i Learned that All i really like that my Drew says he believes in education and is very proud that All but one of his 14 Chil Dren received High school several went on to with one becoming an Engineer and another a they All have Good he they come visit me every now and then Check on old
