problem dear editor i think we have had enough who shot John Over soccer officiating in Usa eur for that i am army so i shall limit my comments to but based on Frank Omalley comments in the stars and stripes nobody seems to understand the the officiating int As bad As our coach from Bremerhaven says it but it int As Good As Many of us who officiate want it to the real question is How to improve a the management and operation of army morale welfare and recreation activities and Nona pro printed fund is the regulation which contains the Basic the problem is that the administrators running the soccer program either Haven read it or dont fully understand what that regulation provides it is understandable because soccer is the Only sport we have which has a truly International set of rules and Organiza paragraph 610 is a Good starting As it states that rules for army sports will be those of the National governing that Means for soccer the United states soccer federation the a goes on to say that overseas commands May use International rules if that Means the federation International football association in either Case the qualification of officials is the responsibility of the National which Means Usuf and the Usuf Rule Book is quite specific on qualification however Here in Europe there is no Usuf organization to organize and conduct the training and qualification or the Enfield evaluation for upgrading of Usa eur has recognized As does but they dont recognize that More clinics is not the Solu Tion to the the As i see is for either Dod or the army to formally re quest that Usuf establish an officials qualification program for armed forces soccer officials which allows them to qualify and no matter where in the world they Are several of us have asked them our selves but we dont carry the clout to make it i spent two years As a Usuf official in Northern Virginia and we had an excellent program of upward mobility for our Here in All we do is qualify them at the Basic level and then there is no place to i would like to see someone Challenge the army or the depart ment of defense director of armed sports to fix the real problem with american armed forces
