October 26, 1985 House oks program to Cut budget deficit by $60 billion Washington nv1 the la Nus of representatives thursday approved a package of spending cuts that would reduce the Federal budget deficit by about $60 Bil lion Over three years. The package approved by a Vole of 228 to 199. Includes major cuts in Rural and Public housing reductions in veterans pro Grams including a Means test for some medical care cuts in student Loans and a one year freeze in pay for civilian Federal workers. The Senate bogged Down thursday on its own deficit reducing package Ana final work was put off because of a dispute Over attaching a measure to curb textile imports. The Reagan administration has threatened to veto both the House and Senate proposals. Agriculture Secretary John r. Block said thursday that president Reagan was also Likely to veto separate farm legislation to be debated in the Senate in the next few Days because of runaway budget  in a separate move aimed at the budget deficits. House and Senate conferees expressed optimism that they would be Able to reach a Compromise on legislation to Man Date a balanced budget by 1991 an anal Sis of the plan by the staff of the House armed services committee found that it was Likely to result in drastic Auto Matic cuts in spending for military person Nel and equipment contrary to supporters assertions that the budget could be balanced without interrupting the administration s military buildup. Many of the provisions in the House and Senate Bills arc similar und it is expected that differences can be worked out in a conference committee after a final Senate vote. But the administration has threatened in veto any Extension of the cigarette tax. It also objects o other provisions that Are in both Chambers proposals including an in crease in payments to Oil producing states from offshore Oil and Gas leases. The administration has also threatened to veto the textile measure that was bogging Down the Senate thursday. Over the Strong objections of the Republican leadership senators sought to add to the deficit legislation curbs on textile imports from 12 countries primarily South Korea Taiwan and Hong Kong.
