Marcos submitted a three Page formal resignation to the National Assembly along with a Bill drawn up by his Cabinet setting up the election. The resignation was a formality since Marcos would leave office Only if Defeated in the election. To pave the Way for the holding of a special election for president i hereby irrevocably vacate the position of president effective Only when the election is held and after the Winner is proclaimed and qualified As president mar cos said in the letter. Opponents and one prominent member of Marcos s nil ing new society party assemblyman Arturp Tolentino have said Marcos s move goes against the philippine Constitution which allows for an Early election Only after an actual vacancy occurs with the president s death disability impeachment or resignation.
