   European Stars And Stripes (Newspaper) - July 20, 1986, Darmstadt, Hesse                                Sunday july 20, 1986 the stars and stripes Page 7 new command planned to direct special forces Washington not the defense depart ment plans to establish a new command to direct a buildup in special operations forces to intervene in Small conflicts using unconventional tactics an equipment. The command would be entered in Washington and headed by a three Star general or Admiral but would not ordinarily run the actual operations Accord ing to adm. William j. Crowe jr., the chairman of the joint chiefs of staff. The plan is considered by some congressional observers to be an attempt to outflank legislation introduced in the House and Senate to unify the diverse special forces of the army Navy and air Force. Rep. Dan Daniel d-va., called the proposal a step in the right direction but said he preferred nothing less than one Stop shopping for Low intensity War fare with one organization responsible for financing training and commanding the special forces. In presenting the plan Pentagon officials said they were committed to a Large increase in spending on the units. Secretary of defense Caspar w. Weinberger said in a recent letter to Daniel that the Pentagon planned to spend $7.6 billion on the units in the five year beginning in 1988. Richard l. Armitage assistant Secretary of defense for International Security affairs told a subcommittee headed by Daniel that an additional a billion might be shifted from other programs for procuring specially equipped aircraft for the special forces. The Lack of such aircraft has been a particular shortcoming of the special forces in recent years. One reason for a new special forces command Struc Ture is to make sure that conventional military organizations do not Siphon funds from special forces at a time of tight budgets. Weinberger s letter dated june 26, said the joint chiefs agreed that a reorganization would provide bet Ter advocacy for the commando units. But Armitage who would remain the top civilian official charged with managing the forces under the new plan warned against establishing a new Agency to Cany out the expansion of the special forces. Blacks account for 25 percent of the nearly 23,000 cases of aids in the United states according to Federal figures. The military population would be expected to have More cases because most recruits Are Young males according to recent statistics presented to Congress. Republican officials in the 4th con Gressional District selected state rep. Jack Davis of new Lenox to replace o Brien on the november ballot. Davis will face Democrat Shawn Collins. O Brien was instrumental As a Mem Ber of the House appropriations com Mittee in obtaining funding for new research units at the National institutes of health the Complex that includes the National cancer Institute. Because the deadline has passed for calling a special election to till the bal Ance of o Brien s term the seat will remain vacant until the november general election. Republican officials in the 4th con Gressional District selected state rep. Jack Davis of new Lenox to replace o Brien on the november ballot. Davis will face Democrat Shawn Collins in that election. Tha District is largely Republican in make up and presents a Tough Challenge for any democratic hopeful. O Brien is survived by his wife Mary Lou and two daughters
