Administration officials have said that the letter covers a Range of arms control issues and will address the Issue of research into a missile defense system. The soviet Union has proposed that the 1972 anti ballistic missile treaty be strengthened As part of an agreement to reduce arms. The administration has pulled Back from a proposal which was supported by some stale department officials that each Side simultaneously reduce the number of underground nuclear tests it conducts each year As the number of strategic arms is reduced. The proposal which had been under consideration by the administration was included in an earlier ver Sion of a draft of a letter from Reagan to Gorbachev officials said. It had been seen by some administration officials As a Way to respond to the soviet initiatives calling for aban on the underground testing of weapons. But the proposal encountered stong resistance within the administration and officials say that it is no longer part of Reagan s proposed response to Gorbachev.
