Frank Wolf r-va., ants the Federal government to study the feasibility of setting up a leave Bank to allow employees flexibility in taking sick and personal leave. The Bank would record deposits of leave from employees who had it and could t use it and co workers who needed leave for medical or be Sonel Rea sons could make withdrawals from theban. Currently there Are some use it or lose it restrictions to annual leave and each year Many workers lose thousands of hours of vacation because they can t or won t take it. Workers with less than three years of service get 13 Days of annual leave. Those with More than three and less than is years earn 20 Days of annual leave a year. Employees with is or More years get 26 Days of annual leave. Federal employees get 13 Days sick leave annually and can accumulate leave they Don t take from year to year. Wolf got the idea for the leave Bank from Robert b. Hague a Federal worker who lives in Mclean a. Hague based his proposal on the unusual problem of a Friend who is Blind. She has a 10-year-old seeing Eye dog a Black Labrador retriever named Fri tos who is developing cataracts. Soon the dog will no longer be Able to work. Because she is a relatively new Federal worker Hague s Friend has t accumulated much annual leave. Soon she will need to take time off for training with her new seeing Eye dog. Hague told Wolf that he would like to contribute some of the annual and sick leave he has accumulated Over the past is years to his Friend so she does t have to take leave without pay which she cannot afford. Hague said that a leave Bank would facilitate such a contribution and suggested that it could be operated like a blood Bank people who could would do Nat for people who needed. Hague said the Bank could be monitored via regular Federal payroll proce dures. The Odds Are that this provision would result in savings to the govern men since it is More Likely that donor would be senior higher paid employees and those needing the leave would be newer lower paid employees thereby trading off higher for lower hourly rates Hague suggested. Office of personnel management director Constance Homer asked to com ment on the proposal wrote Wolf that the idea has a number of attractive Fea  it could encourage individual Initia Tive Foster a greater sense of caring among fellow workers and create a goal toward which both the government an employees could work together she said. Homer said she was aware that the current Federal leave program docs no adequately provide for employees who Are injured or become seriously ill be fore they have had a Chance to build up their own leave balances. She said the administration is considering a number of alternatives to pro yid some kind of Short term disability insurance program As part of an overhaul of the sick and annual leave program. Horner promised to consider the shared leave concept As part of an Over haul of the Federal leave program. But she noted that the proposal does have its Downside. For example she said it would be difficult if not impossible to prevent employees from Donat ing leave in anticipation of forfeiture or  although Federal workers can apply unused sick leave to their service time to increase pensions Many resign from government service before retirement age and forfeit unused sick leave saving Money for the government.
