Senators voted 82-13 Friday for the record $558 billion fiscal 1987 measure that includes an additional $200 million in Aid for the Philippines and the Cash to pay for a sweeping anti drug program. The omnibus legislation just shy of the $562 billion measure passed by the House last week was cited As the largest appropriations Bill Ever approved by the Senate. It is needed to finance virtually every part of the government from de sense and agriculture to transportation and social programs through sept. 30, 1987, because Congress has not passed any of 13 regular Money Bills.
