European Stars And Stripes (Newspaper) - November 2, 1986, Darmstadt, Hesse Ann Landers Der Aon Landers maybe von do some Good in thee world but you also do some hum. You Are put me in onetime cd of a mess. Since you caused i my trouble i think you owe it to me to straighten things out. Four Yean ago i read in your j column now Nice it would be if Tou of people sent away for donor i cards and pledged their organs in Cue they died in an Accident. In thought it sounded like a Gener Fon thing to do so i signed up. About no months ago. I be came involved with a group of heavy thinkers. I a now certain that i was Here on Earth 500 Yean ago in another body. I am also sure that 1 Wilt be coming Back probably As an inventor or a scientist. After having donated my eyes liver heart and kid Neys what am i Goin to do when 1 return i did t realize when i filled out the card that i might be need ing these parts myself. I want to see this letter in the paper and your advice along with it. Looking to the future and fearing it dear looking and fearing Cain Down. Donor cards an not binding. Anyone Turbo changes ail or her mind need Only tear up the card and forget it. However if Yoa should ret mib another or that body should ban ill own parts. Dear Ann Landen now that football season is Here i d like to say something to the parents who think their son s coach is inhumane. I am a wife of a High school football coach. We All know there Are Lousy coaches just As there Are Lousy teachers incompetent doctors and crooked lawyers. What Many parents Don t Sec is the dedication of Many coaches to their players and jobs. I can t count the number of evenings my husband has been late Tor supper because he had o drive Home players nobody bothered to pick tip. At least three nights a week he works after practice with kids who want to improve their jump shots or punts or just need to talk with someone. You would t believe How much Money my husband spends an equipment the school Board lays in t necessary and parents say they can t afford. The majority or coaches Don t make great salaries considering the amount of Lime and Effort they put into their jobs. For most coaches the payoff is the satisfaction of watching Young men develop physically and emotionally. I m proud that my husband is a coach. It s what he chose to do with his life and i Back him All the Way. Go team Akron Ohio dear Akron thank for a line letter in Praise of the splendid co cd Evn when. Let s hear in for til of them. Dear Ann Landers i am faithful teen age Reader. For six months have had a pain in my Tailbone although i had never fallen or anything like that. Yesterday i was in agony and went to the doctor. He said i have told me to throw out All my jeans which Are skin tight. He claims he has seen Many such cases among people who Wear tight jeans with heavy seams. He said beat can be helpful but time alone will Clear up the problem. Meanwhile several pairs of jeans Are going to my younger and smaller sister. . 1nn.j. A carny thanks for a inf Rauthe letter. I wish All pains in oat area could be h easily need. Sunday november 2, 1986 the stars and stripes Page 11 turn in unneeded supplies writer told every Day we hear More and More about fraud waste and abuse in the military. 1 need some factual answers to the following. Recently. So items arrived that had been ordered by someone who has Long since departed my unit. Each item was priced at $10, for a grand total of $500 of . Taxpayers Money. The unit commander the operations no myself and a few others stood around looking at these things wondering Why in the name of heaven they had been ordered we had absolutely no use for the darn things. Finally the commander said Well i guess Well just have to turn them in to Supply and see what five Hundred Bucks Worth of something that we had no use for and because of my unit s specially no other unit would have any use for either was going to be sent to Supply where it would sit for Ages and then be sold As scrap at a fraction of the Price we paid for it not being a Wise old Sage concerning . Military procurement policies i asked Why we just did t re turn the order to the place where it was bought. The folks around me looked at me As if i had just arrived from Mars. You can t do that in the military. We contracted for this what s going on Here has the word contracted taken on a new definition that coincides with the term rip off we ordered these items from one of the countless Cata logs in the military Supply system Why can t we return the stuff if we Don t need it forgive me for being naive but if i buy something at a local store or order something through a Catalon i am entitled to return the merchandise if i am not pleased with it upon arrival. Why in t the military offered the same Opportunity my unit is As i stated specialized but there is a civilian counterpart and they would be allowed to return these items if they so desired. The items i question were not designed specifically for the Mili tary nor do they have a military purpose. The policy of you bought it ii s yours just does t Cut it anymore. In this Era of Gramm Rud Man and All the emphasis on budget cuts and saving Money one would think that some of the rules about procurement would have been changed by Many others have had my overseas tour extended to save the government Money so Why is it thai the same government ii still allowing procure ment policies that no civilian Enterprise would Ever tolerate Why can t items purchased under opera Tion and maintenance of funding be bought from the cheapest source available and resumed directly if the merchandise is unacceptable lastly this is to the unit or staff Agency that will reply to this letter please Don t quote any regulations and say that that s the Way it is. If that is the Way it is then it stinks and we have to change the regulation. If there arc contractors that have one set of rules for civilian businesses and another for the military let s get rid of thai contractor and get another one. I know that it is the responsibility of every Mem Ber of the services to identify fraud waste and abuse whenever they see it but it s discouraging to have to do that repeatedly because of policies that remain intact at the Levels of the department of defense. Name and location withheld editor s note cup Stern Weems suppl staff officer office of the Deputy chief of stall Tafb let he Usa heur replies we Are glad Yon inquired about the turn in proce Dure. First let me mate that Usa eur finds a nor Tor the list majority of he poles that Are turned in As cych. For Hose thai we not or tilled in usar eur an army wide screen is instituted. If the item h still execs to the army i needs the defense Nili Linton and marketing service arms can make the item available to any of morn a tit Ncncy. Should user not be bind or the item become obsolete the arms will tit ii. Ii to not Correct to assume thai because a Rock unit ordered these hems Job or the government arc Stock with them. Comparatively few excess items wind a at . There Are two things a stir unit must do. Tra in he Mia Atco items now. No one an in there item Ren learn of Beir availability it hey Ren Ulm in Yow Biily room. If Yon Bant turn in problems Contact yer battalion s-4. Ultimately preventing the requisitioning of by needed items is the Best Way to handle this situation. Unit Supply procedures should be reviewed to prevent this from happening. Your unit should review the document registers every month to endure unnecessary id lie an not being ordered. The military procures limn from the least expend san a Macc except for some exceptions. These exception Are some items by is. Law must be ,the item May Only be manufactured by me Mara or it May have to come from a Small basins. A the a expend sire hem in a store could be for ale by a supplier who never submitted a bid to the military. The military does try to get the most Cost effective Price. Finally the army is not ripped the apply system will usually find a Home for your unwanted items. Since these came from a military Supply Cata log somebody eventually needs them. The army no your unit will Contact the item supplier if their product it no longer required or is defective. Again the Supply system ii not perfect and May be Ilow but it does work. Thank you for your letter.
