D s3 5 Proxmire opposes draft cites improvement in gis by William j. Bartman Washington Bureau Washington a prominent Democrat has taken Issue with others in his party who Are expected 10 Call for the resumption of a military draft. Few senators have been As critical of our military policies Over the years As this senator Veteran Liberal Democrat William Proxmire of Wisconsin said of himself. Bui there can be no question that in the past 14 years dial is since the draft ended in 1973 there has been a steady and in fact a spectacular improvement in one very important aspect of our defense establishment. It is in Mil diary Proxmire said defense department figures show that the educational level of military personnel is up drug and Alco hol use is Down and lie percentage of people going away without leave is Down. The democrats arc expected to make an Issue of the Volunteer army either in the current Congress or for the upcoming presidential election. Leading democrats such As Senate armed services committee chairman Sam Nunn of Georgia sen. Ernest Rollings of South Carolina and Charles Robb the chairman of the demo cratic leadership conference have All announced their support for a draft. Proponent of a draft argue that it would permit a reduction in military pay and thus save billions of dollars. Bui Proxmire said last we a on the Senate floor that the costs Between a Volunteer army and the draft would be nearly Iden wage Cost of the first term servicemen and women constitutes Only 10 percent of personnel Cost and Only 2 percent of the military budget prox mire said. So the difference in pay would constitute a Small fraction of i percent of the military pros Mirc said a draft also would Cost an additional is billion in training costs be cause 100,000 two year draftees would be needed to replace three and four year recruits. Recently released Pentagon figures show hat a higher percentage of military personnel than american youth Overall 92 percent versus 75 percent Are High school graduates. These figures also show higher intelligence test results for present Volunteer recruits than for troops during the draft. Dod vows of fund 3% pay increase after Congress refuses shortfall Aid government programs for which regular funding runs out before sept. 30, the end by William j. Bartma Washington Bureau Washington the defense department must find a Way to fund a 3 percent pay raise for military members through the rest of the fiscal year because Congress has declined to provide the extra Money. The Senate and House have voted to free up Jusi enough Money to sustain the pay raise for Federal workers. The Senate also has approved a measure to keep Mil itary health care services going through the summer. But like the House the Senate last week declined to provide enough additional Money in its supplemental appropriations Bill to continue funding a 3 per cent raise for military personnel that took effect in january. It also refused to Grant extra funds to cover Cost of living allowances. The Bill is designed to fund dozens of of the fiscal year. The shortfall in the military pay area and the Cost of living allowances must now be made up out of the Overall defense department budget. The Pentagon maintains Congress offered Only 97 percent of the Money needed of support the raise and has promised not to let military pay shrink because of the congressional action. The Senate voted to provide an additional $425 million to cover excess medi Cal claims through champs the civilian health and medical program of the uniformed services. The House provided Only $3815 million for Cham pus in its Bill. When sen. Phil Gramm a Texas tried to Cut $85 million off the Cham pus supplement by citing Early Reagan administration estimates on the health system s shortfall. Sen l. Bennett Johnston d-la., argued that such a Cut would leave the system broke by Earty july. We have not figured oui a cure Start ing in july for All the sicknesses of our military people Bennett said during the debate on the Bill. So we have to have champs Congress appropriated $1.54 billion for champs this fiscal year. Neither the House nor the Senate has provided the extra Money the defense department says it needs for cola costs. But while the House approved an additional $490 million for cola which was triggered by the fall of the Dollar overseas the Senate simply stye the Pentagon Transfer authority to Wing in Money from other defense areas to meet additional cola expenses. The issues now go before House and Senate conferees to Settle the difference.
