According to an army spokesman the decision to use the same guidelines was reached during a quarterly meeting of the joint logistics commanders a standing group comprised of the Navy Admiral and the army and air Force generals responsible for logistics and Materiel. Although All three services have used internal wage guidelines for several years Only once before did the three agree to common standards that agreement was reached in april 1985, and called for a 4 percent Stan Dard in i9s5, a 4.5 percent guideline in 1986 and a 5 percent Standard in 1987. That agreement fell apart however when the Navy withdrew in january 1986 and announced it was Low ering its guideline to 3.5 percent.
