Dot begins drug testing of employees despite suit Washington at1 despite a continuing court Challenge the transportation department is beginning random drug tests of employees with jobs involving air and rail safety drug enforcement and Security. It is the first drug testing program of civilian government workers under an executive order from president Reagan aimed at curbing drug use among government employees. The american federation of government employees is scheduled to return to Federal court on monday and ask for an injunction that would halt the tests. Last week a Federal judge refused to Grant a temporary restraining order against the department although that decision did not address the merits of the testing program. We think the random tests Are an abrogation of a Federal worker s constitutional rights and we think in s unnecessary said Janice Lachance a spokeswoman for the Union which represents about 6,500 of the transportation department workers. The department workers subject to the tests include air traffic controllers pilots Security specialism aviation inspectors drug enforcement personnel Railroad safety inspectors and any employee with a Security clearance. Transportation Secretary Elizabeth Dole announced the drug testing program last january. In August employees were notified individually thai they might be subject to a random test. Earlier this week Dole announced formally that the first round of tests would be conducted sometime during the week. In All about 30,000 employees about half of the department s civilian work Force Are subject to Possi ble testing under the program.
