But a Pentagon official said that the study which would be done by the general accounting office is unwarranted and that problems Between parents and department of defense dependents schools can be solved by belter communication. The committee ordered a comprehensive study of the strengths and weaknesses of the Dodds system As part of its version of the defense authorization Bill passed in Early april. Rightly or wrongly parents of children in the Dodds system from Europe to the Pacific complain of a general inability to have meaningful Impact on the policies and operation of their schools through the local school advisory boards stated the committee report to the Bill. Carlyle Rogers a Volunteer for the army family Liaison office and a former member of the army family action plan youth education committee agrees with that assessment. The school advisory councils Are ineffective be cause of their Lack of authority Rogers said. The problem is that there is no accountability. Principals and administrators arc not accountable to their local but Barbara Pope assistant Secretary of defense for family support education and safety said what this boils Down to is general frustration on the part of parents Over the fact that there arc no locally elected school boards in the overseas Many of these parents arc familiar with so called Section 6 schools operated by the military at installations in the United states and puerto Rico which have elected boards authorized to hire and fire principals Pope said. There arc 18 school systems consisting of67 such schools with 35,000 students. They want to know Why it in t the same overseas she said. It s because of the Way the legislation the Law says that the overseas system will be Cen trally managed from its Headquarters in Alexandria a. But Rogers pointed out that All Section 6 schools have locally elected boards at the installation level which she said could be done overseas. In calling the study unwarranted Pope cited a Simi Lar More limited investigation into Dodds in the Philippines last year that found nothing wrong. The Bottom line is communication she said. Behave formal channels parents can use to voice their concerns channels that both Dodds and the military arc responsible for.
