European Stars And Stripes (Newspaper) - June 29, 1988, Darmstadt, Hesse Paga 10 the stars and stripes columns William saf1re difference Between candidates on tax issues we Ark now vividly presented with evidence of the deep difference be tween George Bush and Michael Duka Kis on the Centra Issue of taxing and spending. We be run into a rather modest unexpected shortfall said governor Duka Kis about a 1200 million deficit in the Massachusetts Budge which by Law must be balanced. His solution statement was As Clear a signal As we will get about his future actions if elected president he went both ways he trimmed spending plans slightly and calling it a last resort signed a new 5 percent sales tax on cigarettes. Tax hikes have been arc now and would continue to be Centra to the Dukakis approach. George Bush takes a contrary View i am not going to raise your taxes Peri he says with All the finality he can Muster. G wan scoffs Dukakis that s what Reagan promised and his administration raised taxes four times in the Pas six years. That a most revealing Dodge. The first lax increase snookered out of Ronald Reagan was part of a Deal with tip o Neill to Cut spending three dollars for one and Congress double crossed the administration on the spending end. The most recent Tan increase was demanded by democrats in another spending re Duclion Trade to reassure financial markets after the october crash. The Federal deficit or rather if you prefer is not the result of the Reagan lax cuts As liberals insist revenues have gone up in an Era of non inflationary Prosperity As promised by the Supply siders years ago. The red Ink was caused by the shameful bipartisan unwillingness 10 curb spending. Begin with a couple of Givens. 1. Facing red Ink most republicans resist lax increases preferring to reduce the growth of Domestic spending and to increase economic growth with its Atten Dant revenues. 2. Facing the same red Ink most democrats resist spending cuts except in defense. When the moment of Deci Sion arrives they prefer to increase taxes. Liberals can face that fact Hon Estly As Waller Mondale did or with deceptive painless ass As Jesse Jackson As a fixture a to party does with his soak the Rich tax schemes or grudgingly As Dukakis docs with his last resort protestations. Bui increased taxation is a Basic Tenet of Liberal philos Ophy the ideological i Terence with conservatives cannot be denied. Now we come to How that real differ Cnoc is evaded. Liberal editorialists will condemn Bush s pledge As irresponsible pandering to the selfishness of voters. They will Hail Dukakis for making the Lough Choice against cutting popular services. Not Many Are willing to assert a philosophy of using government Power to redistribute income in the name of fairness or compassion or even standing on fiscal responsibility. Liberals evade that Issue because they know that most wage earners would like to believe that tax cuts not lax hikes Are Good for the country As the current Prosperity suggests. But perhaps these worker voters can be reached by Skepi cism if Reagan weakened despite his pledges would t Bush Cave in Loo in that Case goes the non argument what difference would a Democrat in the White House make therein lies the shrewdness of the Dukakis Dodge. His repealed Point about four tax increases in the past six years is his Way of saying there s no real difference in the parties on this. Which Ever Way you Vole in the end you la get a tax increase. It s not an Issue Al All. For get it. That message is a deception. If Bush is elected he would engage the democratic Congress in a series of budget Battles. Because the president is not a dictator he would be forced to Cave in from Lime to time causing High swingers to Grump about compromises. But his no lax hike pledge would surely be a Brake on the congressional urge to tax and spend. If Dukakis is elected he would act next year As he acted last week trim Here and there but then Lake a frequent Fly Erlo the last resort. He would accelerate rather than Brake the spending urge i Congress. Thus we have a genuine ideological conflict in Prospect which is what campaigns Are for. Debate on the Wisdom of More taxation is intellectually respect Able the attempt to smear it As making no difference or As vote buying is Politi Cal cowardice. Bush should press the Point because the voters Choice will affect lax policy. Dukakis should be encouraged to defend his tax philosophy on whatever grounds he chooses including the weakest de sense of a last resort. New Vert t1pj,j pm Sony Tab Andrew Rosenthal editors becoming wary of unidentified sources editors of some major news organizations arc uncomfortable with the profusion of unnamed sources in articles about the Pentagon bribery and fraud investigation. It has become a textbook example of the problems of publishing allegations by Public officials who link other people to criminal investigations be Hind the cover of anonymity. Newspaper Magazine and television editors said they wanted to avoid being manipulated by govern ment officials involved in the investigation and were anxious about naming individuals who Are said to be under investigation now but who May not be charged with wrongdoing later. This is clearly an investigation in which the prosecutors and investigators Are hoping to use us to sauce a the subjects and targets of their investigation said Robert Kaiser Deputy managing editor of the Washington Post so it s important to judge How significant each accusation is How Wise our readers will be if they be read the latest almost every article published about the Pentagon investigation so far has relied on sources who Are not named for Basic information. These sources have been used to link members of Congress and former Pentagon officials to the investigation in ways that often Are not spelled out completely and this has prompted angry denials from some of those involved. Terry Zinell a senior editor at time Magazine said i m uncomfortable with the idea of gelling a lot of Anonymous sources who have a slake in he investigation pointing fingers Al people who Haven t been indicted for in the competitive journalistic environment of Washington there is a Premium on reporters devel Oping personal contacts with government officials so they can obtain information on a confidential basis that the officials would Noi divulge on the record. The More important the news is the More pressure there is to obtain such information quickly. Patrick Kortyn a spokesman Tor the Justice depart ment said officials involved in the Pentagon inquiry were instructed not to talk to reporters. Still he said there Are people oui there leaking some people do it because they figure it makes them or their organizations look Good Kortyn said. Several news organizations including the times obtained the names of two congressmen who were said to be under scrutiny in connection with the Pentagon investigation. The times chose not to publish the names initially because the sources would not allow themselves to be identified in any Way. But the times did publish the names after the lawmakers had been named in numer Ous other published and broadcast reports had Issue angry Public denials and had become part of the pub Lic discussion at the Pentagon investigation. The times then reported that Justice department officials who were not named acknowledged that the two Law makers were being investigated but presented no Evi Dence. Stephen Hess of the blocking Institute a student of the press and politics said the practice of publishing allegations because they have been published else where Means coverage was driven by the lowest com Mon have limit Wrt struck
