Earlier this Spring budget constraints forced Bot the air Force and army in Europe to withdraw Money for the annual summer hire programs which traditionally have provided jobs for teen and College age children of department of defense employees. Last year Usa eur employed an average of 3,536youths during each summer month. Safe provided jobs for about 3,500 Young people. This year Bot services encouraged base and Community commanders to develop alternative youth programs which on Man installations involved Matching teens with Odd jobs such As Yard work and baby sitting. While neither command has monitored Community efforts to keep teens employed Darrell Presnell the program manager for Usa eur s army Community service said army communities in Europe seem to have taken the task seriously. As an example Presnell cited a Karlsruhe program in which donations from private associations were collected to provide 185 Community youths wit four hours of paid employment for every four hours of Volunteer work. In Heidelberg Presnell said som teens have started their own businesses which Range from photography to party service. Nevertheless Presnell said he believed summer hire funds would be reinstated next year. I think this was just a strange year Presnell said. Among examples of innovative Community planning Are programs at Sembach a Aschaffenbur and Wil Flecken All in West Germany. At Sembach a teen agers who either live on base or have parents assigned there Are eligible for both traditional summer hire arrangement and a Volunteer program with a special payoff for 125 hours of unpaid ibor. In Aschaffenbur enrichment programs aimed at teen agers Are being offered at Little or no Cost to participants. In Wil Flecken teen agers taking part in the teen for hire program have turned to washing windows mowing lawns and walking dogs to pick up extra Money. Volunteer jobs have also been made available at unit Headquarters the red Cross and acs. At Sembach a brainstorm stirred by Media. About 28 Young people Ages 14 to 18 Are participating in the pledge a teen program out of 40 who initially expressed interest. For those who can t go on the trip during the last week of summer vacation gift certificates for cafes goods will be awarded. A traditional summer hire program also is in full swing at Sembach. Bonnie Nichols acting director of the civilian personnel office said base officials set aside $ 100,000 Early in the 1988 fiscal year for its annual youth hire program. That Money is providing about 200 full time and part time jobs for Ages 14 to 23 at $2.90 an hour through july 29 at Sembach and at other installations supported by 66th electronic combat Wing civilian personnel offices Alzey As Hess Isch Oldendorf As Kalmar As and Prem As. Until this year the program has offered employment until mid August or just before school started Nichols said. The length of employment was Cut this year so that More youths could be hired with the available Money. Priority was Given to the oldest youths seeking work Nichols said adding we be had some 14-year-old applicants we could t  for 20-year-old George Todd working 40-Hourweeks during the summer was essential to help pay the costs of going to school at the University of Maryland s Munich Campus. A Kaiserslautern High school graduate Volz works 24 hours a week for Money at the Aya and volunteers 16 hours per week. Because his first week of College coincides with thespian trip s timing Volz is going to pick up a gift certificate for his Volunteer work. A Little spending Money for a free trip to  in Aschaffenbur a full course enrichment program was kicked off in mid june with a teen fair to introduce potential participants to the array of opportunities for physical and mental stimulation this summer.
