   European Stars And Stripes (Newspaper) - August 15, 1988, Darmstadt, Hesse                                The stars and stripes Page 11 aim Lande policy on alcoholic beverages explained i am writing because of several discrepancies noted during my present tour in Europe. I am stationed on Huster Hoh Cavern in Pir Masens West Germany. My company is located directly across the Street from a German Cantine and i occasionally take my lunch break there. Although the food is exceptional i noted some discrepancies in the policies pertaining to the conduct of department of defense personnel while on duty. Dod directives state and constantly reiterate that no alcoholic beverages will be consumed while on duty. Secondly Dod directives prohibit the operation of motor vehicles or other equipment while under the influence of alcohol. They also impose harsh punishment on individuals who fail to comply. Since this is the Case then please answer the following questions 1. Why Are local nationals allowed to consume Alco Holic beverages while on duty 2. Why Are local nationals allowed to drive and operate . Government owned vehicles and equipment while under the influence of alcohol 3. Although los Are not subject to Ucma in any Way Why Aren t they subjected to some Type of Legal consequences considering that they Are employed by the . Government i have a hard time dealing with double standards. What i mean is although i choose not to drink and encourage others not to drink it bothers me to know that i am subject to rules and regulations that Are enforced by a Bunch of hypocrites. I have witnessed los consuming alcohol to the Point where they physically staggered out of the door. Then he she would jump right in a . Government vehicle and drive Back to their place of duty. The first time this happened i called the maps. I was told not to worry about it because there was t much that they could do about it. If that is the Case then Why do we even have an my station now if an american service member or their dependents had committed the same act the service member s or sponsor s career would have been in serious jeopardy. Since the punishment is supposed to fit the crime then Why Aren t los subjected to the same Type of punishment for the same offence Marcus t. We appreciate the Opportunity to address these issues again. There Are no double standards among the various groups of the work Force military and civilian employees . Or local National concerning the prohibition against drinking on the Job. There also is no distinction concerning the responsibility and require ment that employees May not be under the influence of alcohol while performing their jobs. The army s policy on those two issues is Clear. A distinction does exist however when one looks at the Issue of lunch periods for civilian employees. For this segment of the work Force lunch periods Are non duty time. What employees eat and drink during this non duty time is their Call. They Are however responsible for the effect that food and drink have on their Job performance for the remainder of the work Day. Consumption of Beer and wine during the noon Day meal is perhaps More prevalent in Europe than in the United states. However cocktails and Beer in connection with lunch Are not unusual in the United states. Noting this neither condemns nor condones the person Al Choice. Army employees however must perform the full Range of assigned duties once they return to the work site. Supervisors have the obligation to ensure employees Are Able to do the Job and to take appropriate action to relieve an employee if that employee is unable to do the Job. There should be no question about the army s Posi Tion on this matter either. Operation of a motor vehicle whether government owned or not in the condition described by the writer is improper and irresponsible. Administrative procedures and sanctions Are established to Deal with situations described by the writer. Supervisors and other representatives of management As Well As the military police have the responsibility and obligation to ensure such procedures Are implemented. Contrary to the writer s comments it is our Obser vation that the military police Are dedicated and professional in their enforcement duties. Administrative sanctions against employees whether . Or in include several possible types of actions the actual circumstances dictate the appropriateness of the Sanction.
