Welfare system by the Washington Post Washington top House and Senate negotiators reached agreement monday on sweeping changes in the nation s welfare system. The legislation proposes to shift the welfare system s emphasis to Job train ing Basic education and work programs for welfare parents to try to move them of welfare Rolls and into the work Force. In fiscal 1990 and 1991, a state would be required to enrol at least 7 percent of eligible parents in the education and raining programs. That requirement would Rise to 20 percent by fiscal 1995. To smooth the transition from welfare dependency to Reliance on a Job recipients would be assured of one year of Day care assistance and one year of continued family medicaid eligibility after obtaining a Job and working their Way Oft Cash welfare Benefit Rolls. To help improve the income of Wel fare parents the Bill would require Auto Matic employer deduction of legally due child support payments from the pay Check of an absent Parent even if the payments arc nol in arrears. All slates would have to provide benefits for families in which the father is present but unemployed. Half the slates already cover such families voluntarily. Newly Cov ered two Parent slates could limit benefits to a family to six months a year. The full House Senate conference committee is expected to approve the Compromise this week. Assistant to the president Charles d. There have been nominal work requirements under the current welfare program but at any Given time Only 6 percent of recipients Are working. Under the Compromise worked out monday the Bill would provide Auto Matic payments of up to $600 million in fiscal 1989, raising to $ i billion a year by 1990, to help the states pay Tor the Job programs on a Matching basis.
