I read a Story in the paper about a roofer in Jacksonville Fla. His wife drank a lot and had a Nasty temper. She stabbed him several times shot him threw chemicals in his face when he was sleeping and tried to Cut out his Eye with a linoleum knife. The abuse stopped when they got into a fight on a neighbor s porch. His wife reached in her purse. Rethought she was going for a gun so he shot her. After i read this Story i decided to look into the subject of husband abuse and i Learned plenty. Every year at least 250,000 men Are battered so severely that they have to get medical attention. Most men who get beat up by their wives Are too ashamed to Tell anyone so they keep it to themselves instead ongoing to the police. Abused husbands stay in hellish marriages for the same reasons abused wives do. They Don t want to lose their kids. They can t afford two residences and they want to believe things will get better and the beatings will Stop. There Are some very Good retired cos out there who Are doing excellent work in officer Grade civilian positions. I be no intention of saying anything negative about them or anyone else Here. The vast majority of retired officers Are majors and lieutenant colonels who retired voluntarily or otherwise with less than 30 years of military service. The colonels and general officers whose retirements at 30 years More generally guarantee them a liable pen Sion and a Good Chance for a lucrative Job with Indus try Are most definitely in the minority. In 1964, Congress in its infinite Wisdom enacted the dual compensation act. Under the provisions of this act All retired regular commissioned and warrant offi cers Are discouraged from seeking further Federal employment. It says that if an officer accepts Federal civil Ian employment of any kind he or she is paid $7,402.44 As of . 31, 1988 and 50 percent of the remainder of his or her retirement pay. The rest is kept by Uncle Sam. It does t matter that it might have been honorable earned. For some reason unknown to most of us a retired Reserve officer does t suffer this Fate. As there Are few Reserve officers reaching retirement today at age 40 or45,1 won t discuss that part of the Issue. It in t enough that Good old Uncle Sam will keep several thousand dollars in my Case about $7,000 of our honorable earned retirement Money. Congress later added another Law 5 us 2108, As amended by sect. 307 Public Law 95-454 oct 13, 1978. Non disabled veterans who retired at or above the rank of major or its equivalent Are not eligible for Veteran preference after oct. 1, 1980. Now we re veterans who Aren t veterans in the eyes of the Federal government when it comes to employ ment. Any other Veteran who served More than 180 Days prior to oct. 15, 1976 gets a five Point Veteran s preference. So now you see Why the former cos get the officer Grade is positions. They get the five Point Veteran s preference. In other words a retired no with the same competitive score must be considered for the Job and rejected before an officer can even reconsidered. Here in the overseas Community we have several additional factors to Deal with. Because of spouse preference rules a qualified military spouse gets preferential treatment Over All us retirees if there s a Job available in the area. We re further restricted in that we must wait six months after retirement before working again for Uncle Sam unless we re somehow identified As the Only person available to fill a critical Job and Given dispensation from somewhere up near heaven. However if we choose to accept local employment during that six months in order to pay the Bills that retirement pay does t cover in accordance with the department of slate standing regulations we lose All eligibility to obtain a . Government Job overseas. As if that s not enough we have to obtain the government Job within a year or we lose any logistical support for which we might be otherwise eligible. Okay so How Many people can there be on an eligibility list at the officer Grade civilian Levels under the new improved system that eliminated overseas limited appointments everyone worldwide who wants to possibly work in Europe in a Given Job classification is on one list maintained by the delegated examining unit in Leiden near Heidelberg. In the communications electronics management Field where i m looking i m told there Are Over 400 eligible candidates. As an interesting aside in 1983 when i was a major i hired a gs-11 to work for me. I had Only eight Candi dates Given to me by the civilian personnel office. They did t have any others. Only two of them were even remotely qualified for the Job. Today i know where there s a vacant position for which i m Well qualified. The supervisor knows me and my work and would like to see my name on his list of candidates. He s been told however that i m too far Down the list to reach. There Are simply too Many people with preference Points ahead of me. I wonder How Many others there Are Over Here like me. My reasons for wanting to stay in Europe Are personal. My reasons for seeking is employment Are simple. I like my country. I believe i still have much i can contribute As a military Retiree and As a civilian. The positive aspects of being Able to continue in the Field i be worked in for nearly 23 years even outweigh the loss of much of my air Force retirement pay. The . Government would t have to pay to move me from the Continental United states. My starting pay even As a gs-12, added to what would be left of my retirement pay would be less than what i was earning when i retired from Active military service. So much for congressional arguments about the Cost of double i can live with most of the inequities but there s one thing i and others like me need. Congress should give us Back our five Point Veteran s preference. We too Are veterans and we should be Able to compete at least on equal terms with riffed captains and retired cos for .
