In All Kemp accepted or agreed to$67,350 above what House rules allow his statements show. The associated press Learned wednes Day that when confronted with the apparent violation the former Congress Man from Buffalo n.y., agreed this week to return $16,000 in speaking fee Sand to forgo another $39,400 in fees not yet received. He also deferred receipt of an additional $12,500 in fees earned in 1988 until 1989 to avoid violating the limit son Honor aria congressmen can receive in any one year. The actions brought Kemp$550 below his 1988 limit. A spokeswoman for Kemp Mary Bru Nette described the problems As just a  a key Senate aide said Kemp had mistakenly believed that Money received after Kemp left con Gress did not apply to House limits. Kemp filed an amended financial re porting form with the Senate banking housing and Urban affairs committee and the . Office of government ethics this past monday to reflect the changes. The changes were made without Public disclosure by either Kemp or the Senate committee until the a noticed the problem in its review of Kemp s financial statements. The staff director for the democratic controlled banking committee Kevin Gottlieb confronted Kemp personally last week with the form showing excess income for 1988. He said Kemp who retired from Congress on Jan. 2 after 18 years in the House said he was unaware he had violated the limits on Honor aria and cooperated fully. Kemp was subject to the House Rule limiting All outside income including Honor aria to 30 percent of his $89,500congressional salary or $26,850. In addition less restrictive Federal statute limits Honor aria to 40 percent of con Gressional salary or $35,800. In his original filing Kemp reported receiving $ 119,000 in Honor aria for 1988. He also reported giving $24,800 fit to Charity which under House rules is not counted against the limit. House rules also limit Honor aria fees for speeches or similar appearances to no More than $2,000 per event. In his original filing Kemp reported several Honor aria Well in excess of that $2,000 limit. He reported receiving$30,000 for two appearances on the Tele vision show firing line in september and october and $10,000 each for speeches to Hartford University  and associates and the . Chamber of Commerce. He also reported receiving $5,000 from world Trade associates and $2,400 from Crosby associates. Gottlieb said that Kemp told him he believed the limits did not apply because he was leaving Congress and would no receive the checks until after he was out of office. He thought that once the monies were received after he was a member of Congress that the limit did t apply Gottlieb said. Chamber of Commerce and to reduce his firing line fee to $2,000 per appearance or $4,000. He also agreed to reduce the fees for world Trade and Laffer to $2,000 each and to forgo altogether the Crosby fee Brunette said. Because the totals still would exceed the Overall House limit on Honor aria Kemp shifted fees totalling $12,500 to1989 when he said he actually received or will receive them according tooth Gottlieb and Brunette. That gave him a 1988 Honor aria total of just over$26,000 and within the limit they said.
