Authorities said they plan to investigate whether the outage the first in the 911 system s five years of operation resulted in injury death or fire damage that could have been avoided had the system been working properly. Lewallen said that about 75 percent of the 4 Millio Calls dialled each year on 911 Are emergencies with the rest usually non Emer gency Calls or pranks.
