European Stars and Stripes (Newspaper) - February 14, 1990, Darmstadt, Hesse The stars and stripes columns William Safire influx of soviet jews perils balance in Israel Leningrad a Moths ago a jew who hoped to join the new exodus to Israel told me this poignant joke scene a state Butcher shop in Leningrad. The Butch or comes out and says to the Long line of customers standing in the cold there won t be enough meat today logo around. Jews go the rejected jews trudge away. A couple hours later the Butcher reappears to say meat is coming but less than we thought. Everybody go Home except Loyal party most of those shivering on the line leave. At the end of the Day. The Butcher comes out and says to the remaining sorry comrades All the meal was diverted to the Black Market we have none at All. You la have to go Home one half Frozen communist turns to the other and says Sec the jews always get the Best this is one of the stories to illustrate the historical habit of blaming the victim a habit being repeated now in connection with the third great exodus to the promised land to escape persecution. Soviet jewry is scared and has reason for fear. The nationalists of Pamat Are outs Okenly anti semitic recalling the jews like Trotsky among the old bolsheviks. The sullen stalinist speak of the jewish Doc tors plot and the purge that followed. The recent massacre of armenians revived Mem ories of the pogrom. Even worse than organized state repression is unbridled hatred. Gennadi Ocra Simov that handsome reformist tries to explain away the rising tide of bigotry As merely resentment at the departing jews for leaving for a land of milk and Honey while other russians must stay s nonsense with their inborn barometers of bigotry. Jews sense a coming disintegration of authority and know they will be scapegoats in any return to ethnic passions. A million perhaps Many More want to get out be fore glasnost turns to anarchy or new repression. The United slates will admit relatively of these. Correctly if not compassionately we say that provid ing Haven for jewish refugees is what Israel was Cre ated to do. And Israel is doing its moral duty. The world should be heartened at the enthusiastic reception being Given the immigrants As israelis Strain to finance jobs and housing for soviet refugees. But Many arabs who have not stopped fighting the second exodus Are enraged at this third wave of jews into their neighbourhood. They blame the victims of soviet oppression for dooming Arab plans to create an Independent state run Barry Renfrew has by the Plo terror crafts now in Tunis. That s Why the Arab league representative at the . Wants the Security Council to declare the escape of soviet jews to Israel As a threat to International peace. Arab dictators Are heartless but not stupid. The Prospect of a million More jews in Israel Over the next decade changes All demographic assumptions. Israel will be More jewish not More Arab. Prime minister Shamir committed the diplomatic sin of blurting out the truth declaring thai for a big immigration we need a big and Strong stale. He soon backtracked because paying for the refugees will be easier if they Are not seen As potential settlers in the disputed territories. The White House chief of staff John Sununu is very Stern about this. Assurances that . Aid not go to Settle the Vest Bank will not satisfy him. Because Money is fungible help in settling refugees in Tel Aviv would free up Money raised elsewhere to build West Bank settlements. His Price for loan guarantees Stop All settlements. That s curious. The . Has recently provided $3.5 billion in food Export loan guarantees to Iraq which i spending heavily to perfect its nuclear tipped islamic icbms. Sununu sees no fungibility problem in financing iraqi rockets Only in helping provide for the 1 percent of soviet jews who choose to populate disputed land. Let s Cut the Pussy footing the Freedom of soviet jews changes the equation. Time for new thinking in the Middle East because the question of severing Judea and Samaria is now arabs who live there have a Golden Opportunity to achieve autonomy perhaps Canton sovereignty by quickly taking advantage of the offer on the table to freely elect peace negotiators. The United nations won t create a slate for them. The Kremlin will not jeopardize Trade status by cracking Down on emigration nor will the United slates absorb the exodus to accommodate the Plo which condoned last week s Slaughler of israeli tourists in is within their grasp for palestini ans it s now or never. Now Vout a s Freedom brings a new Challenge to Mandela. Curl air Birtt not Lapp reach pro Johannesburg South Africa once the euphoria Over Nelson Mande la s release Dies Down. South Africa will still face the enormous Challenge of end ing its centuries old racial divisions and building a new nation. Black and White leaders say a major Era in the country s history is coming to an end with the impending demise of White minority Rule. But the future is foreboding they warn with Many Obsta cles and the threat of conflict ahead. South africans must peacefully solve the country s problems and find a Way to live together in Equality after 40 years of apartheid leaders say. But the White government and its opponents appear to be far apart with whiles insisting on a Spe Cial role in the future despite Black objections. While the search for peace is Likely to be Long and difficult changes that would have been unthinkable even a year or two ago Are already taking place. President . De Klerk s decision to free Mandela and end bans on Black opposition groups after years of armed conflict stunned Many Whites and Blacks. De Klerk says he opposes Black majority Rule and that a new Constitution must include Protection for group rights to ensure Whites Are not swamped in a future democratic slate. The govern ment says it will also retain for now such apartheid legislation As Laws Segre gating residential districts. While the government declines to out line its position in talks on a future Constitution governing National party officials say they favor splitting the country into a series of racially based Semi inde pendent cantons or counties. The cantons would be United under a federation that would oversee economic cooperation and other National issues. Critics reject such plans As apartheid in another the Anc and other opposition groups say they will accept nothing less than total democracy. Mandela has indicated he will not Bend on his insistence on equal rights. We must work toward a common destiny and that can Only be achieved through a non racial society and not one in which Whites continue to demand Spe Cial political treatment Mandela was quoted As saying. The 5 million Whites in South Africa control the Economy and there is a huge Gulf Between the Prosperity of most whiles and the Bleak poverty of the great majority of Blacks. But while de Klerk and Mandela at tempt to find a peaceful solution there arc Many Whites and Blacks who will oppose any Compromise. Many Whites Are unhappy about the Steps do Klerk has taken and the opposition conservative party is at tempting to Force an election to oust the government political observers say de Klerk s White support is Uncertain and he has to move quickly and decisively. Many Whites looked worried or scared As they watched cheering and singing Blacks surging through parts of Central Johannesburg on saturday after Mande la s release Date was announced. A handful of Blacks taunted Whites Yelling Freedom is coming Whites get out a furious Whites lashed out hurling bottles and insults at the Blacks. An hour after Mandela s motorcade reached Cape town City Hall after his release sunday riot police clashed with Black youths and More than two dozen people were reported leaders arc worried about a violent reaction by extreme right Wing cars and Security officials arc braced for terrorism. Some political analysis have raised the possibility. Of a military coup bul the government insists it has the full support of the defense forces. The Anc and other anti apartheid groups face major divisions. The Anc i split Between moderates and hard liners favouring a military Campaign and some Lack groups oppose any negotiations with the while government Mandela faces the Challenge of trying to organize a Broad coalition to present a United front to both the govern ment and to More militant Black groups. Mandela s task is Likely to be easier than de Klerk s since Many Blacks regard him As their the enormous challenges Many Whites and Blacks appear hopeful they can solve their differences peacefully and find a Way to live together without being tied Down by the s note my in it a api by we
