She was her usual Nasty self and told me where to go. My name is very important to me. I value and treasure it. I did not complain when Denise kept my name after we were divorced. I figured that since our children had that name it made sense for her to have it too but after a second divorce this seems terribly unfair if not illegal. A dental care a there is no routine care for retirees and Active duty dependent care is extremely difficult to get. Where we used to get follow up appointments after the regular appointment now anyone even military must go to the clinic on a specific Day in order to stand in line for an appointment. A optometric care a we have lost the second optometrist in the Stuttgart area thus increasing threefold the demand on the optometry clinic at the 5th general Hospital. Appointments open by Telephone once every two weeks. If one cannot be at a Telephone during the first 30 minutes when appointments Are made it can be months before an appointment can be obtained. Until i see a fundamental change in True concern for the Soldier and his family in resource allocation instead of Mere lip service i could not be a Good Recruiter and talk up the benefits of a military career. Although the army medical department is one of the largest health care organizations in the world it is still not Large enough to provide All services to All beneficiaries. The 5th general Hospital is staffed according to Mission workload and to a great extent availability of providers and must by regulation provide services to the Active duty soldiers first. Family members of Active duty and then retirees and their family members receive care on a space available basis. Champs and other supplemental and private insurance can be used to reduce the financial Burden of those who must seek health care from sources other than military medical treatment facilities. As with All other clinics the optometry clinic must give priority to Active duty patients. Because the clinic services such a Large geographical area they require All patients to Telephone for an appointment. Patients living in Distant locations and patients located closer to the Hospital both have an equal Opportunity to receive an appointment when Only the Telephone is used. The optometry clinic is part of a larger Eye ear nose and Throat event clinic which makes eight different types of appointments with Only one receptionist. The most efficient errorless system is to have patients Call on different Days for the different types of appointments. The clinic closely monitors the appointment system and the numbers of patients who Are turned away each appointment Day. They advise patients of the Best times to Call. We have found that All patients who follow the established procedures do get appointments within several months in All services except optometry. The Active duty workload in optometry is so great that there Are very few appointments for other beneficiaries. All preceding discussion concerns routine appointments. Emergency patients Are seen immediately regardless of beneficiary status usually through the emergency room or by coordination Between the referring physician and the specialist. The dental care system in Usa eur is constantly trying new initiatives to solve or minimize these problems. However certain limitations do exist. The requirements for dentists in the army is based Only on the Active duty patient population supported. By Public Law full and unqualified dental care is provided Only to Active duty patients. All other beneficiaries a 40-3, table 2-1 Are treated on a prioritized space available basis. Because of this limitation routine dental care for family members and retirees is limited. While we cannot provide comprehensive care to categories of patients other than Active duty All dental clinics in the bad Cannstatt dental activity will provide emergency care to any authorized beneficiary. Multiple appointments Are frequently required for comprehensive treatment and although we do allocate a certain number of appointments each week for follow up care these appointments Are quickly filled. Additionally we must always maintain some appointments to schedule new patients and treat emergency patients. The last Issue concerning appointment making procedures is a local clinic Issue. My policy is that each clinic should attempt to reappoint Active duty patients As required. However this is not always possible. Each clinic officer in charge has a system to make appointments that Best fits the Community served. The dental activity is currently using some new initiatives to improve Access to care for non Active duty beneficiaries. For example we have quarterly saturday clinics for children at several clinics. We also use sergeants time and the occasions when Active duty Are in the Field for the treatment of family members and retirees. We also use a a a standby system and a a Quick Calls system to fill failed appointment time.
