Richard Lee Warner 56, died at 7 . April 17 at the army Hospital in Stuttgart. Warner served As Junior Reserve officers training corps instructor from 1976 until 1981 at Stuttgart High school. He received a Bachelor of science degree in 1981 from the University of Maryland and taught social studies from then until his death. He was a member of the National education association and the overseas education association. Warner also spent 22 years in the army and retired in 1974 As a master sergeant. Warner is survived by his wife Ingrid of Ramseck West Germany and children Richard and Deborah both of California. A memorial service was held tuesday at the Pattonville Chapel in ludwigs Burg. Galvin supreme Allied commander Europe said the $290 million request for 66 european come projects in 1991 is the lowest total in nine years. Congress has tried to target operational construction overseas rather than anal it of life initiatives for budget cuts.
