State officials dumped the microbes on a 400-Yard stretch of Beach on Pelican Island on thursday but results weren t expected for several weeks. Raymond Fincher has disputed claims by crewmen of the Tanker Shin Oussa who said the Pilot ordered the vessel to Speed through the ship Channel and then to turn into the barges in the oncoming Lane. Fincher blamed Shin Oussa helmsman Mohammed Haque of Bangladesh. Fincher said Haque failed to turn correctly setting the ship on a collision course with three barges towed by the tugboat Chandy a the a third Barge was not hit by the Tanker.
