A a three term City councilman has a commanding Lead in the polls in his quest to become the first Black mayor of this City after waging a Campaign that has carefully sidestepped the Issue of race. Neither Manuel Cleaver a Black minister and City councilman nor his White opponent say race is important in the Campaign. Cleaver is opposed in tuesdays general election by Bob Lewellen a City councilman and businessman. Cleaver 46 is a High profile charismatic politician who has focused on building coalitions to gain widespread support. Lewellen 53, also enjoys Large name recognition and is known for his Quick wit and Mirthful personality. Cleaver has served three terms on the cily Council and Lewellen two terms. Both men were barred from re election to the Council alter voters passed a term limitation ordinance in november. Cleaver was a Likely mayoral candidate before the term limit passed but Lewellen said he probably would have run again for the Council. The current mayor Richard l. Berkley who is winding up his third term also is barred from running again but says he would not have done so even if the term.
