Neither Manuel Cleaver a Black minister and City councilman nor his White opponent say race is important in the Campaign. Cleaver is opposed in tuesdays general election by Bob Lewellen a City councilman and businessman. Cleaver 46 is a High profile charismatic politician who has focused on building coalitions to gain widespread support. Both men were barred from re election to the Council alter voters passed a term limitation ordinance in november.
