The agreement appeared to offer the Best Chance for halting Croatia a 3 /2-month-old civil War which has pitted militants in Croatia against ethnic serb guerrillas supported by the Republic of Serbia and the Federal army. The pact was reported by dutch foreign minister Hans Van Den Broek who mediated talks involving the leaders of Croatia Serbia and the Federal military at a european Community led peace conference in the Hague. The breakthrough in negotiations appeared to Mee Central demands of All parties in the civil War. Croatia had demanded the withdrawal of the Federal army the army had insisted that the blockades of its Barracks which have Cut off supplies and led to some desertions be lifted and the ethnic serb minority had demanded that its worries about an Ultra nationalist Independent Croatia be heard.
