I recently came to Germany from a unit that spent from August 1990 to april 1991 in the Gulf. I had troops who worked for me with the same complaints you have. Its not a fair system but its the system we have. The Chain of command was Given quotas on awards whether or not they will admit it. The same thing happened in my unit. The staff and All special staff received Bronze stars and the others were Given lower awards for usually More risk. You need to look at the army awards program As a football team. The person who chose to be the quarterback got the biggest contract and the linemen who did All the hard work got the smallest Reward. While this May not be comforting to you or me it is the Way of life in our competitive service.
