     European Stars and Stripes (Newspaper) - December 6, 1991, Darmstadt, Hesse                                Friday december 6, 1991 the stars and stripes a Page 5plan targets race based scholarships from wire reports Washington the education department has proposed severe limits on race exclusive scholarships. The decision comes one year after a proposed ban caused a firestorm of protest among universities and civil rights groups. On wednesday education Secretary Lamar Alexander who ordered a review of the initial plan last april said scholarships based solely on race do not conform to civil rights regulations. He said the revised rules would take effect next March. Alexander said that scholarships could still be made on the basis of race to achieve diversity on College campuses but that race could not be the Only Factor. A race exclusive scholarships can be Legal when used to remedy proven discrimination when Congress specifically creates them or generally when a private donor gives the Money a Alexander said at a news conference. The revised plan if it becomes Law Fol lowing a 90-Day response period would permit outside donors to give a College Money for race based scholarships but forbid the institutions from using their own Money for the scholarships. Alexander said the 1964 civil rights act forbids the award of scholarships based Only on race. A it is hard to imagine any student eligible for a legally questionable race exclusive scholarship who would not be eligible for some other scholarship that is clearly permissible under Federal Law a Alexander said. An estimated 35,000 minority undergraduates receive $138 million in race specific scholarships. Alexander pointed out however that 96 percent of the 1.3 million minority students receive scholarships on the basis of other factors including economic disadvantages and a colleges drive to create greater diversity. The proposed curtailment of scholarships comes one year after Michael Williams the departments assistant Secretary for civil rights touched off a juror when he wrote that race selected scholarships at most colleges Are discriminatory. The White House forced Williams to revoke his letter and he issued a modified plan that Alexander nullified in april shortly after becoming Secretary. But wednesday s revision was met with similarly Sharp recriminations among College and civil rights organizations and some lawmakers. College threatens to Cut admissions new York a the City University of new York which has been asked to take a $5.6 million Cut in its budget says it May meet the demand by denying admission to 10,000 applicants to its two year Community colleges. Four thousand students already have been accepted for the Spring semester but letters have been prepared telling 10,000 others there will be no place for them before next summer or fall vice Chancellor Jay Hershenson said wednesday. The letters will go out next week unless the City backs off he said. A we remain hopeful that the City and the University will work out a Way to Avert catastrophe a Hershenson said. The threat involves the University a seven Community colleges whose enrolment is about 67,000. About 135,000 other students attend the 11 four year senior colleges of Cuny. The University has never curtailed admissions in the 21 years since it adopted open enrolment guaranteeing a place in the system to any High school graduate. New York City provides $77 million of the $281 million budget for the Community colleges. To meet the midyear Cut sought by the City administration the University said it will have to Lay off nearly 200 faculty and staff members and drop 600 class sections
