Stoltenberg said that he had turned in his resignation to Chancellor Helmut Kohl and that Kohl had accepted it. Surrounding it is German pressure on Turkey to improve its treatment of its kurdish minority. Opposition figures have been calling for Stoltenberg a ouster for months.
